Think about it. Absentee voting started as of three weeks ago when Crowley had just returned to the gubernatorial primary in Wisconsin after dropping out for 10 days. Obviously the absentee ballots cast in July for Crowley would have been LOW in comparison to that of Hong who was at that time still sort of considered serious candidate until her tweets came to light.
