NEWARK, N.J. (CBSNewYork) — Two suspects were arrested and charged Friday in the fatal shooting of a New Jersey Institute of Technology student who was killed during a burglary at a fraternity house in Newark. As CBS2’s Meg Baker reported, Nafee Cotman, 18, was in taken custody earlier Friday. Taquan Harris, 22, who had been the subject of a manhunt, was located and arrested in Irvington Friday afternoon, CBS2’s Brian Conybeare reported.

Legal problems for a deputy director of New Jersey's Office of Information Technology. Raymond Hayling the Second of Englewood has been accused of submitting fraudulent information and documents in an application for a 422-thousand,500 dollar home loan. The 32-year-old Englewood resident was suspended without pay after being charged yesterday with forgery and falsifying or tampering with records. He's also been locked out of state computer systems. If convicted of both charges, Hayling could face six and a-half years in state prison. Hayling, a Department of Law and Public Safety employee, worked for the O-I-T under a mobility assignment. <p>PALM BEACH, Florida -- A new computer chip promises to keep police guns from firing if they fall into the wrong hands.</p> <p>The tiny chip would be implanted in a police officer's hand and would match up with a scanning device inside a handgun. If the officer and gun match, a digital signal unlocks the trigger so it can be fired. But if a child or criminal would get hold of the gun, it would be useless.</p>
