An Auburn woman has been charged with setting fire to a historic Montgomery church last week. Xiaoqin Yan, 27, is charged with second-degree arson, according to court records made public Tuesday. Yan was arrested Oct. 4 and remains held in the Montgomery County Detention Center on $30,000 bond. According to charging documents against Yan, she used an “open flame to ignite an ignitable liquid,” causing $25,000 in damage to First Baptist Church on Perry Street. Jennifer Colvin, 40, of Oakland, was the director of human resources, payroll and risk management for Rangoon Ruby Investments, LLC and Burma Ruby Investments, LLC in Palo Alto. She allegedly increased her monthly salary and paid herself bonuses without authorization. The alleged embezzlement occurred between February 2019 and October 2020. Portland officials are rolling out a novel strategy to curb gun violence: traffic barrels. The Minnesota Supreme Court has denied former Minneapolis police officer Derek Chauvin's request for a public defender. The request is related to his expected appeal of his conviction in George Floyd's murder.
