House Democrats on Wednesday introduced a plan to invest $760 billion over five years into maintaining and rebuilding U.S. infrastructure. The plan (pdf), called the “Moving Forward Framework,” aims to invest the money into roads, bridges, transit systems, railways, airports, ports, inland waterways, wastewater and drinking water systems, brownfields, and broadband. Russia has closed its border with China in a desperate bid to prevent the spread of the deadly coronavirus that has so far killed 170 people. On Wednesday, after the Virginia Senate deadlocked 20-20 on a bill repealing several modest abortion restrictions in the state, Democratic Lieutenant Governor Justin Fairfax cast a tie-breaking vote to pass the legislation. Senate Bill 733 would remove Virginia’s requirement that only doctors may perform abortion in order to allow physicians assistants and nurse practitioners to perform abortions.
