This estimate of 27,000 seems consistent with the Ukrainian "Head of the Office of the President" Budanov's insistence that Ukraine must recruit 30,000 soldiers per month. He stated this on video, it was widely reported.

I want to show how dramatically different this estimate is from currently talked about numbers.
The Finnish leader Alexander Stubb cited the CSIS estimate that Ukraine had about 4000 casualties per month in the first 6 months of 2016. (killed + wounded + MIA)
I’m going to assume the Polish leader here meant 27,000 casualties (killed + wounded + MIA) per month for Ukraine, which is 6 times as many a the CSIS estimate.
Of course the numbers aren’t directly comparable, since CSIS was talking only about the monthly rate for the 6 first months of 2026, while Tusk is specifically talking about only the most recent battlefield results.
The sources are dramatically different. CSIS is a think tank with wildly propagandistic numbers. Tusk doesn’t cite such a think tank, instead he sites his sources in the Ukraine government directly.
In any case the difference is that Tusk estimate (for recent battle field results) is 6 times the CSIS estimate (for first 6 months of the year).

The 3X rule is a vague rule of thumb for apples-to-apples forces. It doesn't account for Lanchester's Square Law involving forces of disproportionate size, nor for force multipliers from technological, strategic, operational or other advantages.
Russian superiority in everything from artillery stockpiles to FABs to advanced drones strongly suggests they hold a kill ratio advantage, and the slow, methodical pace of their advances reduces exposure to high casualty events. Also seen in the corpse and prisoner exchanges. Ukraine has long displayed signs of extreme stress in their aggressive recruiting/impressment/kidnapping campaigns, the way their soldiers are largely middle-aged or elderly, and now the news of their planning large-scale conscription of women. Russia shows no sign of general stress in their recruiting.
With the new focus on drafting women Ukraine might keep fighting another year or two, but at that point the recruiting options really will be running on empty.
They will mobilize women soon.
And once the Brussels ghouls have thrown all their Ukraine eggs at the Russian brick wall and no slavs are left there, they will re-populate Ukraine with Africans and Arabs.
