PONTE VEDRA BEACH, Fla . -- Tiger Woods stood behind the ninth green on Thursday and wondered aloud at what had just transpired. On a day in which good shots were few and far between, not to mention few and far afield, he has just bombed his second shot on the par-5 hole over the green on the fly and into an oak tree behind the green. ARTICLE SUMMARY:Developer Stephen Lathrop was threatened with jail and fines for turning a DUMP into a lake and resolving a 40-year flooding problem. Mr. Lathrop was doing, at no cost to the taxpayer, what two very expensive government studies had recommended -- digging a lake or reservoir to control flooding. Stephen Lathrop and his neighbors continue to live in the bureaucratic, regulatory nightmare zone. A place where dumps are protected "wetlands" and flood control is badly needed. A government solution (from the U.S. Army Corps of Engineers and the Environmental Protection Agency) is only allowed when regulators can needlessly spend...

Property rights group seeks positives after election defeatsBy ERIC STAATS, Saturday, November 9, 2002 Picking through the pieces of this week's election, Bill Lhota says he has found signs of life for property rights advocates. Lhota, president of the Property Rights Action Committee, was among a slate of three losing candidates for the Collier Soil and Water Conservation District that ran on a platform of killing the agency's proposal for a mitigation bank in Golden Gate Estates. And a greenspace tax that had attracted opposition from property rights advocates went on to victory, passing with almost 60 percent of the...

PONTE VEDRA BEACH, Fla. -- Two unproven players. One mammoth prize. Friends from their years in the minor leagues, Carl Paulson and Craig Perks found themselves in the spotlight at The Players Championship, which lived up to its reputation Saturday as one of golf's toughest and most exciting tests. Paulson played a steady hand on a day of scintillating shots and shocking collapses, posting his third straight 3-under 69 to take a one-stroke lead over Perks, who was tied for the lead until an errant drive on the final hole led to bogey. They met after the third round, shook...
