Portland leaders approved a measure Wednesday that could lead to big financial bills for the landlord of the U.S. Immigration and Customs Enforcement facility in the South Waterfront neighborhood. The measure, passed in a 9-2 vote by the City Council, will create a new fee for private property owners who lease their buildings to be used as detention centers.
