Portland leaders approved a measure Wednesday that could lead to big financial bills for the landlord of the U.S. Immigration and Customs Enforcement facility in the South Waterfront neighborhood.
The measure, passed in a 9-2 vote by the City Council, will create a new fee for private property owners who lease their buildings to be used as detention centers. Its aim, according to proponents, is to recoup costs incurred by city government, residents or businesses because of activities related to such facilities.
While not named in the ordinance, the ICE facility near South Macadam Avenue is the only such building currently in Portland that falls within the policy’s provisions.

“The reality is that detention facilities create a unique harm and unique cost to Portland taxpayers and to protesters and to people who just want to exist here,” said Councilor Angelita Morillo, who sponsored the proposal alongside Councilor Mitch Green, during a public hearing last month. “This is our office’s response to that harm within the powers that your local government has to address those harms.”
The move comes as Portland leaders seek a range of steps to oppose or limit federal law enforcement actions in the city and amid ongoing calls from activists that they find a way to shut the ICE building down.
In September, city officials said that U.S. immigration officials had held detainees longer than 12 hours or overnight in its Portland facility, a violation of its conditional land use approval that could put the facility on track to be closed.
Developer Stuart Lindquist, who has leased the property to ICE since 2011, is currently challenging the city’s findings. Lawyers for Lindquist have alleged that the land use ruling is politically motivated

Portland City Clown Council doing what they do best.
I wonder if the DOJ can sue them for civil rights violations of the landlord?
I want them to make the city lawyers bleed from the eyeballs with the number of hours they have to work defending the Clown Council. And then I want Portland taxpayers to bleed from their wallets paying punitive damages.

This is the correct answer. Portland has allowed the shenanigans to be committed by their favorite group without consequence, they should be the ones footing the bill.
Portland OR is in open rebellion against the federal government. Send in the troops, and I don’t just mean ICE.

The U.S. government should enact a law that says if they are forced to deploy federal agencies to protect their property and personnel, because the city is out-of-control and local agencies aren’t able to contain it, the city/town must cover the costs.
What about passing law to tax all illegals and all criminals for the damage they inflict on the taxpayers?
