Two council workers used CCTV cameras to spy on a young woman undressing for a bath in her flat, a court has heard. Kevin Judge, 42, and David Welsh, 40, pointed and gestured as images of the 25 year old were projected onto a screen in a control centre in Bootle, Merseyside.
