A 48-year-old woman is charged with first-degree murder, accused of stabbing a 7-year-old girl to death on a South Side street Saturday morning. Health authorities in Siberia’s Irkutsk region said nearly 200 people are under medical observation, according to media reports and a statement by a regional leader on Friday.
