"Motion to Vacate" rule sounds great. But if it allows any Congressman to call for a vote to remove the Speaker, then what's to stop a DemocRAT rep from making this "motion" on a daily (or even hourly) basis against McCarthy to disrupt proceedings or Congressional hearings?
