"Motion to Vacate" rule (vanity - Question)

"Motion to Vacate" rule sounds great. But if it allows any Congressman to call for a vote to remove the Speaker, then what's to stop a DemocRAT rep from making this "motion" on a daily (or even hourly) basis against McCarthy to disrupt proceedings or Congressional hearings?

Had same question, but ready several times that any member of the majority party can. Makes sense since both parties would constantly do that. And it’s the majority party that elects the speaker. Not a law but in effect that is what happens.

This fight over allowing a so-called “motion to vacate” is just nonsense, scrapping over the ruins of the system designed by the Founders.

It’s over, or just about. We have a zombie government. Republican forms are no longer supported by republican bones.

And as far as being “For Liberty”, it is the lack of a powerful and effective government in support of a republican form of government which has allowed this catastrophe. We have stood around and allowed a bolshevik insurgency to capture the state, without shedding a drop of blood. THAT’S your “liberty”. Hope you enjoyed it.

Think about what comes next.

The House stops work until a new Speaker is voted in.
You need 218 to vote in a new speaker.
Then, MAGA Congressmen regain their leverage to vote in their choice/add new rules.

McCarthy apparently ignored the demands of the Freedom Caucus. He dared them not to vote for him. The rest is history. Congressman Piece of Shiff is unhappy with the results which is a good sign.

With democrats controlling the senate and presidency there's zero chance that anything that's good for the country will get passed into law over the next two years. The best thing would be for the house to be in complete chaos so the RINOs can't slip through something that benefits the democrats.

If somebody wants to call for a new speaker every day for the next two years I'm OK with that, shut the damned thing down completely. Gridlock is good. Nothing good is going to come out of there, if they wanted to go on recess for the next two years it'd be fine by me.

Not sure I care if they do. The only thing this House needs to do is vote NO on everything Biden wants, and whether that happens through voting or disruption doesn’t matter to me. Their hearings are useless and I don’t want any more “helping”.

It’s not changed yet, still needs to be voted on by the members. It’s likely that many McCarthy zombies will not simply roll over and will fight it when it comes to the floor.

Just a note, before Nancy Pelosi became speaker 4 years ago, the “Motion to Vacate” rule had been in place for over 100 years, this change in rules is bringing back a rule that was the norm over at least a century.

Has the rule been abused in the past, maybe a few times but I can’t remember it ever being abused to slow down or stop congressional action.

Remember, the rule runs both ways, a Republican or Democrat can call for the “Motion to Vacate”, my thought is if a Representative or Group of Representatives decided to repeatedly call for a vote, they would all lose and be quickly shutdown by the chair and not recognized.

Mark Meadows former Chief of Staff under Trump used the Motion to Vacate when he was a congressman trying to remove John Boehner, it was unsuccessful but led to his resignation shortly afterwards.

Yep. I told a couple people that they could fight about the leader for 2 years for all I care. The longer the FedGov does nothing, the better it is for the USA.

Rep Mike Waltz was on Sunday Morning Futures this AM, and said that a Democrat could file a motion.
I can see squad members doing it just to disrupt everything.

This is actually just the restoration of the original House Rule that had been in place for most of our history. It is similar to the UK Parliament “no confidence” vote to remove a Prime Minister. There is no advantage to the Democrats to invoke this as the minority party since they know they would lose any vote to actually remove the Speaker.

The reason Pelosi had the rule removed during her term as Speaker was to prevent the AOC squad and Bernie Bros from opposing her sell out legislation to the Democrat big donors and companies.

It is my understanding that the Speaker can remove them from committees as popularized by Pelosi last year by removing GOP Reps. Marjorie Taylor Greene of Georgia and Paul Gosar of Arizona from their committees for inflammatory rhetoric and posts
