Why Wouldn’t This Work One problem with a centrally planned government healthcare delivery program is that some receive non taxable income in the form of employer paid health care insurance premiums while others have to have to pay the premiums from their after tax income. One of two ways toward a solution is to either treat the employer paid premiums as taxable income or have the premiums paid by individuals treated as non-taxable income.
