Marine officials in Ramadi said Amir Khalaf Fanus was wanted for murder and kidnapping, and was No. 3 on a most-wanted list for Ramadi drawn up by the military. In a statement, Capt. Jeffrey Pool called Fanus the highest-ranking al-Qaida-in-Iraq member to be turned in by local citizens.
