Yes, according to the law, all ballots of all types must be counted before an election can be officially closely or certified. I will look at what I believe are some of the weak links in election security. I am not a letter carrier or an election worker, so I don't fully understand US Postal Service or supervisor of elections office procedures. The trump campaign is in various courts questioning many mail & provisional ballots. Why not show them in tallies, they show mail ballots in tallies on the official website. Pennsylvania lists 46 counties in a table, with provisional ballots Total, Counted, Partially Counted, Rejected and Unprocessed at this Time. Where are the other 31 Counties? Missing are the most populous counties, and a bunch of counties which are heavily Republican.

There are four major devices involved, the master registration computer, ballot issue computers, voting machines and the tabulating machine. Voters vote on voting machines. The supervisor of elections of a populous county might have 2000 ballot issue computers, 500 voting machines and one tabulating machine. Each voting machine compiles records of votes and of election worker interactions with the machine.
