There are obviously a lot of places where fraud can take place, sometimes on a large scale. I will try to revise this post in the next few days to go into detail.

Most ballots would be mailed out on a presort basis, which I believe have no postal bar codes attached.

Mailed back ballots might have postal bar codes. These bar codes have limited information, such as a large scale mailer ID, a serial number of 6 to 9 digits and a 5 or nine digit zip code. I have no idea how much of bar code based information is retained by the United States Postal Service.

Mailed back ballots probably often use business reply mail for each envelope. Since big money is involved with business reply mail, careful records are probably maintained by authorized users and the Postal Service, probably in electronic form. The ballot envelopes arriving on any given day would have to be counted, probably at least by the Postal Service.
