Around 2 p.m. Tuesday, a makeshift boat carrying nine Cuban rafters landed in front of Key Biscayne’s multi-story oceanfront Mar Azul condominium. Jason Carter Will Run For DeKalb Seat. The Atlanta lawyer and Democrat says he will run for a seat representing part of DeKalb County. The District 42 post is currently held by David Adelman, who has been nominated by President Barack Obama to be ambassador to Singapore.
