The police chiefs of Minneapolis and St. Paul say a proposed state immigration bill modeled after Arizona's law would cause mistrust and have a "chilling effect" in immigrant communities. In a news release issued today, Minneapolis Police Chief Tim Dolan, outgoing St. Paul Police Chief John Harrington and incoming St. Paul chief Tom Smith say that local law enforcement officers should not have to be the primary enforcers of federal immigration laws.
