As an Oregon man is set to be arraigned on domestic terrorism charges, KATU has learned more about the alleged motive behind the fires. Ethan Noble Burlingame emailed a "declaration of war" against the U.S. and expressed an intent to "cause suffering, destruction and terror" and "burn down the empire," according to prosecutors.
