As an Oregon man is set to be arraigned on domestic terrorism charges, KATU has learned more about the alleged motive behind the fires.
Ethan Noble Burlingame emailed a "declaration of war" against the U.S. and expressed an intent to "cause suffering, destruction and terror" and "burn down the empire," according to prosecutors.
According to the arrest warrant filed by Wheeler County District Attorney Gretchen Ladd, Burlingame emailed his intent to a Florida resident under the username Rottenheart in the early morning hours of June 1.
Later that morning, a fire destroyed an unoccupied building in Fossil, near Burlingame's home in Wheeler County.
Two hours later, a power pole was set on fire, causing $25,000 in damage and knocking out power.
A third fire was started later that evening, and Burlingame personally contacted the Wheeler County Sheriff's Office with his manifesto, writing, "Cool drone btw."
Burlingame's family contacted law enforcement to report they entered his home and found a gas can and a publication about guerrilla warfare.
Burlingame again contacted the sheriff, saying he was joining the wars in Cuba, Palestine and Iran and had a gun and would shoot combatants who were on the wrong side.
On June 2, according to court documents, seven different fires were set, including one that burned within 300 yards of an occupied home.
Prosecutors also said that on June 3, a fire truck was damaged when nails punctured its tires and that Burlingame is a suspect in the vandalism.
Burlingame eventually surrendered and is charged with several crimes, including two counts of domestic terrorism and arson.
KATU has confirmed through court records that he served a year in jail after pleading guilty to third-degree rape in Klickitat County in 2018.
Burlingame is due to be arraigned Wednesday afternoon at 1:30 p.m. in Wheeler County, according to court records.

This may be somebody who is sick and understood that he was sick. Paranoid Schizophrenia? Seems like he left all manner of clues on the destruction he planned to do and how to find him, but after two weeks and feeling the compulsion to burn even more targets, but at a faster pace, he chose on his own to break cover and surrender to the police.
