California State Constitutional Amendment 12, a measure that would levy a five cent tax on every bullet sold in the state, passed out of the Senate Health and Human Services Committee on Wednesday. The proposed amendment, introduced by Senator Don Perata (D-09), received the minimum seven committee votes required for passage.
