Congressional Budget Office (CBO) Director Phillip Swagel said Tuesday that the office will start releasing estimates of portions of House Democrats' social-spending bill this week, and that a cost estimate of the full bill will come out "as soon as practicable." A Vermont college has temporarily canceled student gatherings and in-person classes after linking Halloween parties to a COVID-19 outbreak on campus.
