When you live on a Caribbean island you can't just load the kids in your station wagon and drive to the nearest island that isn't under threat. And being caught at sea in a ship would be worse than riding it out in your tarpaper shack, so you have to fly.
Jamaica has five airports capable of supporting a mass evacuation, three commercial and two military. And it has 2.8 million residents. The busiest flying day in the history of the US was 3.1 million (22 June of this year), and America has about 500 commercial airports.
At 300 pax per flight, that's MORE THAN 9000 sorties. It would take weeks to get those 2.8M to some place not in the storm's path, even if you could find the hundreds of passenger jets dedicated exclusively to their evacuation. WHICH YOU CAN'T. Those resources simply DO NOT EXIST.
And is everybody supposed to uproot their lives and spend the family bankrupt on travel every time they're told a storm might hit here in a week or two? Every island in the Caribbean gets threatened by major storms on a regular basis, most of which end up passing harmlessly. Their paths simply are not that predictable.
Going 20 miles won't guarantee your safety, nor will a hundred. You've got to go hundreds to be sure. And by the time you know to a certainty you'll be hit, it's probably too late to evacuate. The only people who can afford to jump and run every time a storm threatens probably already own a private airplane, or can afford a charter flight if they don't.
For all but a very small percentage, there is no option but to ride it out.

I doubt it it, besides the other alternative sweeteners (saccharin, Aspartame, Xylitol, Stevia, Monk Fruit, Erythritol, Allulose, Acesulfame Potassium), there is also corn syrup, dextrose, etc. Cane sugar would not be the primary beneficiary of sucralose defectors.
