<p>MADISON, Wis.—A Dane County judge has ruled that a Republican state lawmaker can't have his name added to the ballot for a recall election later this month.</p>
<p>Judge Richard Niess ruled against Rep. John Nygren of Marinette on Friday afternoon.</p>
