    Voters are heading to the polls Tuesday to pick a replacement for Rahm Emanuel in the 5th Congressional District. Democrat Mike Quigley, now a Cook County commissioner, hopes to succeed Emanuel. If elected, he will represent much of the city's North and Northwest sides, as well as a handful of near western suburbs. Quigley is up against Republican Rosanna Pulido, founder of the Illinois Minuteman Project, and Green Party candidate Matthew Reichel, a peace activist. Polls opened at 6 a.m. and will close at 7 p.m.
