The U.S. Supreme Court overruled a lower federal court’s ruling and said that absentee ballots in Wisconsin’s April 7 Spring Election must be postmarked by Election Day in order to be counted. The Court did not change the April 13 deadline as the final day for counting absentee ballots.

HAMMOND | Former Lake County Clerk Thomas Philpot was sentenced to 18 months in prison Thursday for stealing thousands of dollars in public child support incentive funds over which he had control. Philpot, who also served as Lake County coroner, was ordered to surrender April 3 to a federal correctional camp in Pekin, Ill. Federal defendants usually serve at least 85 percent of their sentence, which means Philpot likely will spend at least 15 months in prison. | A Schererville woman who was shot in the head Sunday on Chicago's Southeast Side died at the hospital Monday morning. Her father was placed in intensive care after suffering a medical problem while he was en route Sunday to where she was hospitalized. Holly Hieber, 26, was shot a little after 9:15 p.m. Sunday in a garage in the 11100 block of South Ewing Avenue, Chicago police said. She died Monday morning at Advocate Christ Medical Center in Oak Lawn, Ill., the Cook County medical examiner's office said. The public is being warned to avoid downtown Chicago expressways after pavement was damaged during construction work on the northbound Kennedy Expressway at Adams Street. "We're advising people to stay off the downtown expressways for the next 24 hours," said Marisa Kollias, a spokeswoman for the Illinois Department of Transportation. "This is a major crisis." HAMMOND | Early voting satellite centers in Gary, Hammond and East Chicago will remain open following a Wednesday ruling in Lake Superior Court. In her ruling, Judge Diane Kavadias-Schneider struck down Republican efforts to have the satellite voting locations deemed illegal and shut down. The judge granted a petition by Democrats and the United Steelworkers union to keep the sites open on grounds the centers provide better access to early voting to minority communities, which don't have the time or transportation to reach the early voting center
