Jeb Bush in tow, Republican gubernatorial candidate Ernie Fletcher said yesterday that he will take steps if elected to see that more Kentucky third - graders are proficient at reading.</p> <p>Fletcher, Kentucky's 6th District congressman, made his education announcement at Peaks Mill Elementary School near Frankfort, then went to a fund-raiser at the Woodford County home of former Gov.
