Police arrested a woman who had worked for three weeks at the Rocking Horse Ranch childcare center in the death of 11-month-old Harvey Muklebust. Theah Loudemia Russell, 18, is in custody and expected to be charged soon for second-degree unintentional murder, Savage Police Chief Brady Juell and Scott County Attorney Ron Hocevar said at a Wednesday afternoon press conference at Savage City Hall.
