Chile’s Constitutional Convention presented the final version ... to President Gabriel Boric at a closing ceremony on Monday in Santiago. On Sept. 4, Chileans will decide whether to approve the new magna carta or stick with the current document... If approved, the document would mark a shift away from market-friendly rules by strengthening workers’ rights, boosting environmental protection, overhauling water ownership and giving indigenous groups a bigger say in investment projects. Polls suggest the changes may have gone too far, with more voters inclined to reject the draft. September’s vote will also be key for Boric’s administration, which would have...

David Adams came up with the idea for Sniffspot, the dog-park service, about four years ago. His wife had related to him how, while traveling with their dog, she was unable to find a suitable place for the little guy to do his business and blow off steam. “I put up a really simple website and it’s just built from there,” Adams said. Sniffspot now lists yards in 1,500 cities worldwide. Los Angeles is one of the company’s fastest-growing markets. San Diego is among those with the most bookings. Sniffspot is one of a handful of apps allowing people to...

Dozens of coal-fired power plants across the U.S. plan to stop burning coal or to shut down by the end of the decade, the Associated Press reported. The decision is not driven by climate change concerns but to comply with a new wastewater rule requiring them to clean coal ash and toxic heavy metals from the water before it's dumped back into streams and rivers. The plants had an October deadline to tell state regulators how they plan to comply. According to the Environmental Protection Agency, the rule is expected to affect 75 coal-fired power plants across the country. The...

There’s a brewing trade dispute between the U.S. and Mexico on energy policy, and it’s getting ugly fast. “Ooooh, I’m so scared,” Mexican President Andrés Manuel López Obrador (AMLO) said at a Wednesday press conference, referencing a popular Mexican song and taunting the Biden administration by ordering his staff to play it. When reporters asked him how he proposes to solve the policy spat, AMLO was defiant: “Nothing will happen.” What is going on here? It started early on Wednesday, when U.S. officials argued that AMLO’s energy policies favor Mexico’s state-run electrical utility and oil companies and undermine American business....

A South African opposition figure has warned of impending civil unrest in the continent's richest country and likened it to 'an Arab Spring.' The controversial opposition leader Julius Malema spoke of the country waking up one day with 'very angry people that are not going to be reasonable.' 'When the unled revolution comes... the first target is going to be white people,' Mr Malema told the BBC's...

China is stepping up construction of coal-fired power stations and has ordered an extra 300 million tonnes of the fossil fuel to be mined every year as it apparently contradicts its own climate change commitments. Beijing approved the construction of 8.63 gigawatts (GW) of coal power in the first quarter of this year, nearly half the amount seen in all last year, according to a report from Greenpeace East Asia. President Xi last year committed to phase down coal use from 2026 to tackle China’s position as the world’s biggest emitter by volume of greenhouse gases. However, climate experts are...

"And the sea gave up the dead which were in it; and death and hell delivered up the dead which were in them: and they were judged every man according to their works." WASHINGTON — It's the "most wide-ranging investigation" in Justice Department history: the unprecedented manhunt for hundreds of rioters who stormed the U.S. Capitol on Donald Trump's behalf on Jan. 6, 2021, and the criminal inquiry into efforts to stop the peaceful transfer of power. It's also a logistical nightmare. As cases against Capitol rioters work their way through the court system and a federal grand jury hears testimony about Trump’s role in Jan. 6, some federal officials are raising concerns that it could bring the already stretched investigation of Jan. 6 to a breaking point. The Justice Department has asked...

Taliban Supreme Leader Hibatullah Akhundzada leveraged a recent gathering of Taliban-aligned religious leaders to consolidate power and advance efforts to implement a hardline governance program. The Taliban gathered more than 3,500 people from across Afghanistan for an “Assembly of Ulema [Religious Scholars]” from 29 June to 2 July. The attendees were primarily religious leaders affiliated with the Taliban movement, indicating that the gathering intended to shore up support for the Taliban instead of broadening its...
