Uvalde School District Police Chief Pete Arredondo reportedly did not have his radio on him when he arrived on the scene at the Robb Elementary School shooting, where 21 people were killed, including 19 children. That may have caused delay in Arredondo communicating with police dispatchers, according to the New York Times, citing a law enforcement official familiar with the investigation.
