ESTACADA, Ore. — In December of 2019 there were more than 8,000 substitute teachers in Oregon. Now that number is just under 5,000. In response, the state Teacher Standards and Practices Commission filed a temporary order to establish emergency substitute teacher licenses. Alexandra and Joshua Price just wanted flu shots for themselves and their 4- and 5-year-old kids — but they say Walgreens pharmacy gave them adult doses of COVID-19 vaccine instead.
