HARRISBURG — Those seeking changes to the Pennsylvania governor’s emergency powers were firmly ahead in voting on two high-profile primary election ballot questions early Wednesday, with margins of about 55% to 45% on both questions. The questions propose two constitutional amendments. One would give the General Assembly the ability to end or extend a declared emergency without the involvement of the governor, and the other would end a declared emergency after 21 days unless extended by the General Assembly.
