    The Constitution places the onus of election certification upon legislatures and not upon the governors or secretaries of state who certified the contested electors. Certification is a Constitutionally required affirmative action which none of the affected state legislatures performed. The Constitution does not say that if legislatures fail to overturn state executive certifications then the states' electors are certified. State legislatures must certify electors or their electors don’t exist. Election fraud in the contested states has been proven. If majorities in these state legislatures have failed to state the obvious then they must be overruled.
