Legislators and advocates gathered Monday to showcase a new tool that will crack down on drugged driving across the state. DDS2, also known as a roadside drug test, is like a breathalyzer, but it tests for narcotics instead of alcohol. The technology, in use in states such as Colorado and New Hampshire, will allow officers to find out in about a minute whether a driver is under the influence of drugs. A New York judge has granted two research chimps the writ of habeas corpus — a move that allows them to challenge their detention.The decision, says Science magazine, effectively recognizes chimps as legal persons, marking the first time in U.S. history that an animal has been given that right.The order, dated April 20, requires Stony Brook University to appear in court and provide a legally sufficient reason for keeping the two chimps, Hercules and Leo. DENVER (Reuters) - Police in Colorado have cited a 37-year-old man for carrying his computer into an alley then shooting it eight times with a handgun after what authorities said had been a long battle with the uncooperative machine. Lucas Hinch was cited for discharging a firearm within city limits after officers responded to a "shots fired" call early on Monday evening, the Colorado Springs Police Department said in a statement. "Investigation revealed a resident was fed up with fighting his computer for the last several months," said the statement, entitled "Man Kills His Computer."

San Francisco is the worst market for renters, according to Forbes' latest list. The average rent in San Francisco is over $2,800. And the vacancy rate is only 3.6 percent. It is only slightly better in the East Bay and South Bay. The average rent in Oakland is about $1,800 a month, but the vacancy rate is even worse than San Francisco at 2.9 percent. In San Jose, rents run about $2,200. Still, Forbes listed all three cities as the worst places for renters nationwide.
