Cartoon police officers are to appear in "pop-up" warnings on the internet every half hour to warn Chinese users that they must steer clear of unapproved websites. As the country prepares for its landmark five-yearly Communist Party Congress in October, human rights groups said the authorities are exerting even greater pressure on freedom of speech. Officials stress that "Jing" and "Cha", its two "internet cops" named after the two characters that make up the Chinese word for "police", are on the look out for criminal activity. "They will be on the watch for websites that incite secession, promote superstition, gambling...

More than half of the population is living in an environment where sewage is not treated, an expert said. By the end of 2005, 278 cities across the country had no sewage treatment facilities, including eight with a population of more than 500,000, Zhao Baojiang, chairman of the China association of city planning, told a recent conference on sustainable sanitation held in the Inner Mongolia Autonomous Region. About 5,000 administrative towns and 20,000 market towns also had no sewage treatment facilities, he was quoted as saying by www.xinhuanet.com. Water pollution is deteriorating, but orders of the State Environmental Protection Administration...

FReeper Congressman Billybob gave me the heads up on another thread --- To: doug from upland Did you notice that Charles Gibson on ABC News tonight showed a brief clip of Hillary's 2000 gala, which was sponsored by "a felon." Showed a picture of Peter Paul, but didn't name him. Still, that's close to actual coverage. Charlie's show is one of the many I have been blasting with email and faxes since the Norman Hsu scandal broke. I have spoken to many reporters in the last three days, and they are finally seeming to pay attention. If any of you...

Gail Simons of Edina remembers when the leather signature tag dangling from the strap on her Coach handbag said "Made in the U.S.A." But as she digs to find her car keys, she'll have to dig deeper still to find the "Made in China" label. Nearly all of Coach's handbags, including pricier bags costing more than $800, are manufactured in the country whose exports of toys and food have recently been the subject of safety scandals. Coach is hardly alone. A random check of clothing racks at some of the Twin Cities' finest clothiers easily produced garment after garment made...

No one alive at the close of the 19th century could have missed the "scramble for Africa". A motley collection of robber barons, imperialist ideologues, explorers, rogues and adventurers - the likes of Cecil Rhodes and the appalling Leopold II, King of the Belgians - carved up the continent in the name of five European powers. Today, few appear to have noticed that a second "scramble for Africa" is under way. This time, only one giant country is involved, but its ambitions are every bit as momentous as those of Rhodes and company. With every day that passes, China's economic...

Former Arkansas Gov. Mike Huckabee (R) is breaking with President Bush on the D.C. voting rights bill. In a teleconference with reporters on Friday, Huckabee said, “They’re American citizens. They pay taxes and it just doesn’t seem right that someone could be even partially disenfranchised.” The bill would allow the District of Columbia to have a full voting member of Congress and permanently increase House membership by two seats, the other one for Republican-leaning Utah. The House passed its measure in April and the Senate is expected to act on the issue this fall. Huckabee acknowledged the reluctance of some...

Just as schools have a duty to act as a substitute parent protecting children from harm on school grounds, county youth detention centers must keep juvenile prisoners safe from sexual predators, a state appeals court ruled yesterday. A unanimous three-judge Appellate Division panel said a former inmate could pursue a lawsuit seeking money damages against the Mercer County Youth Detention Center for failing to protect him from a female worker's sexual abuse. "A county detention center ... operates in the traditional role of a guardian toward its ward," Judge John Holston wrote in a 30-page decision ordering that the case...

ATLANTA, Aug. 30 — In a stark departure from past practice, the American Cancer Society plans to devote its entire $15 million advertising budget this year not to smoking cessation or colorectal screening but to the consequences of inadequate health coverage. The campaign was born of the group’s frustration that cancer rates are not dropping as rapidly as hoped, and of recent research linking a lack of insurance to delays in detecting malignancies. Though the advertisements are nonpartisan and pointedly avoid specific prescriptions, they are intended to intensify the political focus on an issue that is already receiving considerable attention...

A 9-year-old boy was accused yesterday of repeatedly beating a toddler in the head at a day care center being run in a private home in Woodbridge, N.J., eventually causing his death, the authorities said. The toddler, Tahir Francis of Carteret, who was 11 months old, suffered multiple skull fractures and died last Thursday while undergoing brain surgery, according to the Middlesex County prosecutor’s office. The cause of death was blunt-force trauma to the head, the medical examiner has ruled. The 9-year-old, whose name was not released because of his age, was charged with the juvenile equivalent of aggravated manslaughter,...

This Labor Day weekend, the Civil Rights Division of the Department of Justice will be paying the Islamic Society of North America (ISNA) to have a booth at its 44th Annual Convention. ........ However, a closer look at ISNA reveals the following. ISNA is a Wahabbi organization which preaches Shari'a law. All of its affiliations are also Wahabbi: Council on American Relations (CAIR), Muslim Student Association (MAS), etc. It is Saudi funded and physically controls 50-80 percent of North American mosques. It distributes huge quantities of Wahabbi literature and has a large presence in the United States and Canada. In...

Poor Al Gore - a man who clearly enjoys his burgers - is under attack: Ever since “An Inconvenient Truth,” Al Gore has been the darling of environmentalists, but that movie hardly endeared him to the animal rights folks. According to them, the most inconvenient truth of all is that raising animals for meat contributes more to global warming than all the sport utility vehicles combined... “You just cannot be a meat-eating environmentalist,” said Mr. Prescott, whose group also plans to send billboard-toting trucks to the Colorado Convention Center in Denver when Mr. Gore lectures there on Oct. 2. The...

Nifong was held in criminal contempt of court Friday for lying to a judge when pursuing rape charges against three falsely accused Duke University lacrosse players. Superior Court Judge W. Osmond Smith III immediately moved to consider a punishment for Nifong, who has already been stripped of his law license and has resigned from office. He faces as many as 30 days in jail and a fine as high as $500. Reading...

Democrats donate money raised by fugitive from lawAs Democratic politicians raced to shed contributions from a wealthy fund-raiser who turned out to be a fugitive from the law, Hillary Clinton said yesterday that her presidential campaign will be more careful about scrutinizing donors. Norman Hsu, who has donated large sums to numerous Democrats including Clinton and Barack Obama, has been wanted by California authorities for 15 years in connection with a fraud case. "We have a vetting process," Clinton said in a telephone interview. "It didn't work on this one instance, apparently, for any of us. There were many, many...

The GOP Values Voters Presidential Debate We've heard the questions from talking snowmen. We've gotten the crumbs that fell from Chris Matthews. Now it's our turn. It's time the candidates answer questions from the largest voting block in America: the values voters. Yes, the values voters. A letter of invitation was sent June 4 from national pro-family leaders to both the Republican and Democrats running for president. While it seems everyone is clamoring for the same date, Sept. 17, the good news is that seven out of 10 of the Republican candidates have already confirmed their attendance to speak on...

Parents always say their children are angels, but it isn't often an unborn baby gets credited for saving her mother's life. Ella Stapleton, now 23 months old, did. Carol Stapleton and her husband Chad, of Loxley, tried desperately to have children. After a miscarriage and a round of fertility drugs, the couple rejoiced in early 2005 when they found out they were expecting. But in her 12th week of pregnancy, Carol Stapleton realized something was wrong. "I went to read my Bible, like I do every night, and I couldn't see out of my right eye," Carol Stapleton said. "It...

The season now ending with school bells and the return of Congress was supposed to be the "Iraq Summer." A coalition of antiwar groups promised 10 weeks of phone banks, billboards, petitions and protests targeted at 40 Republican members of Congress who support the war. "It's going to be like laying asphalt in August -- hot," boasted one organizer. By this standard, August has been remarkably mild. It brings to mind a couplet by the poet Richard Wilbur: "What is the opposite of riot? It's lots of people keeping quiet." During their summer vacation, Americans discovered that Gen. David Petraeus...

LOS ANGELES - They're old and dirty, but NASA's Mars rovers are back in the exploration business after enduring a lengthy Red Planet dust bowl that blocked most of the sunlight they need for power. With skies gradually brightening, the solar-powered rovers Spirit and Opportunity recently resumed driving and other operations that had been suspended during the dust storm. "The rovers are in good health and in good shape," said John Callas, the rover project manager at NASA's Jet Propulsion Laboratory in Pasadena. "Things have improved from the more dire conditions that were existing previously due to the dust storm...
