Coalition Disrupts Militants in Eastern Afghanistan

BAGRAM AIRFIELD, Afghanistan, Aug. 22, 2008 Multiple militants were killed and one was detained by coalition forces during an operation to disrupt militant activities in Afghanistan’s Kapisa province yesterday, military officials reported.
The force searched a compound in Tag Ab district, targeting a Taliban commander who smuggles weapons and foreign fighters into Afghanistan and organizes suicide attacks against coalition and NATO forces, officials said.
During the operation, armed militants engaged the force. Coalition forces responded with air strikes and small-arms fire, killing the militants.

Troops Capture Suspected Hezbollah Associates in New Baghdad

WASHINGTON, Aug. 22, 2008 Coalition forces picked up two suspected associates of the Kataib Hezbollah criminal network during operations this morning in Baghdads New Baghdad district, military officials reported.
Acting on intelligence tips, coalition forces raided the home of a suspected Kataib Hezbollah propaganda expert who is believed to have uploaded more than 30 attack videos to the criminal rings now-defunct Web site. Coalition forces entered the house, where they detained two of the wanted mans brothers, who are believed to be involved in his criminal enterprises.
Coalition forces have detained more than 15 suspected members of Kataib Hezbollah in the last two months, officials said. Kataib Hezbollah is reported to receive funding, logistics, and weapons such as improvised rocket-assisted mortars from Iran. The group also is believed to receive guidance or direction from the Quds Force of the Iranian Revolutionary Guard Corps.
In other operations today and yesterday, coalition forces in Iraq detained 16 suspected terrorists in the central and northern parts of the country.
An alleged weapons facilitator in Mosul is in coalition custody after forces captured him and six additional suspects today. The wanted man allegedly stores explosives for terrorist attacks and delivers weapons to foreign terrorists and suicide bombers. He also is assessed to have ties to al-Qaida senior leaders in Mosul, officials said.
Coalition forces captured a wanted man and three additional suspects today in Beiji, about 160 kilometers south of Mosul. The wanted man is suspected of directly conspiring with al-Qaida leaders to plan an attack using poison.
In Suwayrah, about 50 kilometers south of Baghdad, coalition forces detained a suspect today while targeting a man involved in the al-Qaida in Iraq propaganda network. An operation yesterday in Mosul targeted the same network and netted four suspected terrorists.
In operations Aug. 20, Multinational Division Baghdad soldiers detained suspected Iranian-backed special groups leaders, and Iraqi security forces dismantled a homemade booby trap in southern Baghdads Rashid district.
Soldiers from the 4th Infantry Divisions Headquarters and Headquarters Detachment, 1st Brigade Combat Team, detained a suspected terrorist linked to attacks using improvised explosive devices and suicide vests in Baghdad.
Soldiers from the 4th Infantry Divisions Headquarters and Headquarters Troop, 7th Squadron, 10th Cavalry Regiment, 1st Brigade Combat Team, working on actionable intelligence, arrested a suspected special groups criminal in West Rashids Hadar neighborhood.
Meanwhile, in southwestern Baghdads Risalah community, Iraqi National Police discovered a homemade booby trap. The police immediately dismantled the bomb and confiscated the bomb-making materials. The police moved the munitions to a combat outpost for temporary storage and notified an explosives ordnance disposal team.

“’Man’ charged with lying to FBI about raising funds for jihadist charity”
ARTICLE SNIPPET: “A federal grand jury has charged a Mesa man with lying to the FBI when he told agents he did not raise money in the Phoenix area for a charity with reputed terrorist ties.
The indictment alleges that Akram Musa Abdallah, 54, raised money for the Holy Land Foundation between 1994 and 1997. Abdallah told FBI agents the opposite when they questioned him in late January 2007, federal prosecutors said. He has not been charged with funding terrorism.
Abdallah was arrested Wednesday and the next day appeared in court to plead not guilty to one count of making false statements. A trial date was set for October.”

MESA MAN CHARGED FOR LYING TO THE FBI
PHOENIX - Akram Musa Abdallah, aka Abu Saiaf, 54, of Mesa, Ariz. was arrested yesterday afternoon by the Federal Bureau of Investigation based on an indictment which charges him with making false statements related to his involvement in fund-raising activities for the Holy Land Foundation for Relief & Development. Abdallah is scheduled to make an initial appearance in federal court at 3 p.m. this afternoon.
The indictment alleges that Abdallah knowingly and willfully made a false material statement when he represented to FBI agents that he was not involved in fund raising activities for the Holy Land Foundation. The indictment alleges that he was involved in fund-raising activities on their behalf in the Phoenix metropolitan area between 1994 and 1997. The Holy Land Foundation is an organization alleged to have provided financial support for Hamas, a designated Foreign Terrorist Organization.
A federal grand jury in Phoenix returned the indictment against Abdallah on Tuesday afternoon. An indictment is simply the method by which a person is charged with criminal activity and raises no inference of guilt. An individual is presumed innocent until competent evidence is presented to a jury that establishes guilt beyond a reasonable doubt.
A conviction for False Statements carries a maximum penalty of eight years in prison, a $250,000 fine or both. If convicted, in determining an actual sentence, the U.S. District Court Judge will consult the U.S. Sentencing Guidelines, which provide appropriate sentencing ranges. The judge, however, is not bound by those guidelines in determining a sentence.
The investigation preceding the indictment was conducted by the Federal Bureau of Investigation. The prosecution is being handled by David Pimsner, Assistant U.S. Attorney, District of Arizona, Phoenix and Barry Jonas, Trial Attorney, Counter Terrorism Section, Department of Justice.

The federal government is telling emergency managers to be on the lookout for fake emergency and commercial vehicles during this year’s political conventions.
The Federal Emergency Management Agency says terrorists could use these “cloned vehicles” to conduct surveillance or carry out an attack.

Golden Oldie: Russian-Estonian Cyberwar Overview
Spring 2007, a spat between Russia and Estonia was accompanied by a “cyberwar.” With my friend, and former boss, Jim Hendler (now a professor at RPI) I wrote an overview. The story is now relevant again for assessing the cyber component of the Georgian-Russian conflict. This difference is that this time, for all of the hype about cyberwar, there is real world fighting that is having a more permanent impact.
At the same time the growing level of illicit activity on the web is a concern in its own right.

WARDEN MESSAGE: U.S. EMBASSY BOGOTÁ ENCOURAGES VIGILANCE
U.S. Embassy Bogotá released the following Warden Message on August 22, 2008:
This Warden Message is to alert American citizens traveling to or residing in Colombia of increased terrorist activity. Several bombings of public facilities and increased seizures of explosive materials have necessitated a review of security procedures for U.S. Embassy personnel. On August 9, a bomb was detonated in north Bogotá resulting in the injury of eight persons, including one American citizen. On August 16, several small explosions occurred in large grocery stores frequented by foreigners. The Embassy has noted a significant increase in security incidents in the Tolima Department, which demonstrate the capacity of the Revolutionary Armed Forces of Colombia (FARC) to conduct attacks. Due to the recent security incidents, the Embassy prohibits personal travel by Embassy personnel to Tolima Department. The Embassy urges all Americans to avoid travel to Tolima until further notice.
American citizens and U.S. interests remain targets for terrorists and criminal elements. All U.S. citizens are strongly encouraged to exercise caution. All official and personal travel outside of Bogotá by Embassy personnel is subject to review. In addition, the Embassy advises all American personnel to avoid areas where foreigners are known to congregate. Throughout Colombia, Embassy personnel are prohibited from taking mass transit (e.g. public and private buses, metros, etc.). The Embassy strongly advises all Americans to refrain from using mass transit as well.
U.S. citizens in Colombia should be proactive in taking security precautions. They should vary their travel routes and the times of their arrivals and departures, and remain aware of their surroundings. U.S. citizens in Colombia should always avoid large public gatherings or demonstrations.
For the latest security information, Americans traveling abroad should regularly monitor the Department’s Internet web site at http://travel.state.gov, where the current Worldwide Caution, Travel Warnings and Travel Alerts can be found. Up to date information on security can also be obtained by calling 1-888-407-4747 toll free in the United States, or, for callers outside the United States and Canada, a regular toll line at 1-202-501-4444. These numbers are available from 8:00 a.m. to 8:00 p.m. Eastern Time, Monday through Friday (except U.S. federal holidays). American citizens traveling or residing overseas are encouraged to register with the appropriate U.S. Embassy or Consulate on the State Department’s travel registration website at https://travelregistration.state.gov.

U.S. Consulate General Jerusalem released the following Warden Message on August 22:
Ramadan is a month in the Islamic calendar that has been specifically designated for greater religious adherence and reflection. It is marked by days of fasting, prayer, and worship.
Ramadan is also a time when American citizens and their families in this district should exercise extra vigilance. This is especially true in Jerusalem’s Old City, where much larger than normal crowds can be expected, with a correspondingly heavy police presence.
All residents and visitors should expect significant traffic congestion and delays around the Old City during the next five weeks, and should seek to use alternate or bypass routes whenever possible.
This guidance is provided for the duration of the Ramadan Holiday, from September 1 through October 1, 2008. (Ramadan will begin on either September 1st or 2nd.)
- The Old City will be off limits for all official Americans and their dependents each Friday during Ramadan. American visitors to these historic districts are asked to exercise appropriate caution and courtesy at all times.
- Locally Employed Staff and American citizens should avoid the Qalandia Terminal crossing and Rachaels Tomb Terminal crossing on Fridays due to the large crowds that are expected at both locations.
- Heavy vehicular traffic congestion is expected, particularly from 4:30 p.m. to 7:00 p.m. in East Jerusalem.
- Heavy pedestrian and vehicular traffic is expected around the Old City, each day, during the early morning hours of 3:00 to 6:00 a.m. and from 7:30 p.m. to 11:30 p.m.
- During Laylat Al Qader, the 26th night of Ramadan, Salah Al-Din and Sultan Suleiman Streets in East Jerusalem will be very crowded and should be avoided by non-residents.
- American visitors and residents are reminded that no restaurants will be open for lunch in East Jerusalem during Ramadan. This includes the area around the Consular Section of the American Consulate General on Nablus Road. The Visa and Passport Sections will be open as usual this month, except for September 1 (Labor Day) and September 30 (Rosh Hashana).

American citizens are reminded of the current Travel Warning for Israel, the West Bank and Gaza available at http://travel.state.gov/.
