Coalition forces catch nine Kataib Hezbollah suspects in Adhamiyah
BAGHDAD Coalition forces captured nine suspects believed to be associated with Kataib Hezbollah during multiple operations in the Adhamiyah area of Baghdad Monday night and Tuesday morning.
Intelligence sources led Coalition forces to the location of a suspected Kataib Hezbollah associate believed to be in control of at least one terrorist cell operating in the southern Iraqi city of Basrah. According to information from suspects already in custody, he is believed to be involved in smuggling weapons and fighters across the Iraq-Iran border. Coalition forces approached the targeted individuals location where he identified himself to forces as the wanted suspect. He was then detained along with three associates without incident.
In a separate operation in Adhamiyah, Coalition forces targeted the location of a man believed to be associated with improvised rocket assisted mortar attacks. Coalition forces entered the targeted individuals location where they detained him and two associates. In addition, forces found weapons, as well as electronics equipment believed to be used in the manufacture of IRAMs.
In a third operation near Adhamiyah, Coalition forces pursued a suspected propaganda expert for Kataib Hezbollah. Coalition forces detained the wanted man and one other suspect without incident. During questioning on-scene, the man admitted to designing websites for Kataib Hezbollah in order for the group to publicize their IRAM attacks on Iraqi and Coalition forces.
While Kataib Hezbollah is not part of Special Groups, it is similar in that its reported they receive support from Iran in the way of funding, logistics, and weapons such as improvised rocket assisted mortars. They are also believed to receive guidance or direction from the Iranian Revolutionary Guard Corps Quds Force.

Al-Qaeda bombing cells known for targeting Iraqi civilians damaged (Baghdad)
BAGHDAD Coalition forces disrupted al-Qaeda in Iraqs bombing cells and financial network around Baghdad and Mosul, detaining 12 suspected terrorists Monday and Tuesday.
Coalition forces detained six suspected terrorists Monday in Mosul while targeting a terrorist cell reportedly planning to poison Iraqis and security forces protecting them. The group is believed to be linked to a bombing network that operates in the Tigris River Valley.
A suspected link to AQIs financial infrastructure is in custody following an operation Tuesday in Mosul. Information from an operation Jul. 28 led Coalition forces to the suspect, who is also believed to have ties to AQI senior leaders.
Tuesday in Baghdad, three men were detained for their suspected ties to AQI and a bombing cell in the Northern Belt around Baghdad. The bombing cell is known to operate in Tarmiyah and attack Iraqi civilians.
Coalition forces detained two suspected terrorists Tuesday in Abu Ghraib, about 20 kilometers west of Baghdad, for their alleged membership in a car-bombing cell that operates as far west as Fallujah.

ICE Fugitive Operations Teams arrest 119 fugitive aliens in Pennsylvania and Delaware
Ten-day multi-agency operation targeted ICE fugitives
PHILADELPHIA - U.S. Immigration and Customs Enforcement (ICE) announced Monday that its local fugitive operations teams arrested a total of 119 fugitive aliens during the 10-day operation in Pennsylvania and Delaware.
Of the 75 fugitives arrested, 26 had criminal records. During the operation an additional 44 immigration violators were arrested, 12 of whom had criminal histories.
An immigration fugitive is an alien who has failed to depart the United States pursuant to a final order of removal, deportation or exclusion; or who has failed to report to a Detention and Removal Officer after receiving notice to do so. . Those fugitives have already been ordered deported and are subject to immediate removal from the United States. The individuals who have illegally re-entered the U.S. after deportation are subject to criminal prosecution and immediate removal from the U.S. The other immigration violators arrested during this operation who have not already been ordered removed, have been charged with immigration violations and placed into removal proceedings. They await hearings before an immigration judge.
“ICE is committed to protecting the integrity of our immigration system and that means ensuring that the removal orders handed down by the nation’s immigration courts are carried out,” said Thomas Decker, field officer director for ICE detention and removal operations in Philadelphia. “The United States welcomes law-abiding immigrants, but foreign nationals who violate our laws and commit crimes in our communities should be on notice that ICE is going to use all of the tools at its disposal to find you and send you home.”
ICE Detention and Removal Operations and Office of Investigations worked in conjunction with the U.S. Border Patrol in Erie, PA, Philadelphia Police Department, Philadelphia Warrant Squad, Hatfield Police Department, Horsham Police Department, Norristown Police Department and Altoona Police Department during this targeted enforcement operation.
“In today’s society it is important for all law enforcement agencies to work together,” said Robert H. Ruxton, Chief of Police for Horsham Township, Pennsylvania. “The ability to share information and work together makes our nation a safer place.”
Following are examples of fugitive aliens arrested by the Philadelphia Fugitive Operations Teams during this operation:
A Salvadoran male who was arrested in Milford, Delaware and had been charged with Offensive Touching, Assault, Endangering the Welfare of a Child. He was convicted of Conspiracy 2nd Degree.
A Mexican male was arrested in Coatesville, Pennsylvania for Narcotics Violations. He was convicted of a violation of the Controlled Substance and Cosmetic Act.
A Mauritanian national, convicted in London, Ohio for Failure to pay Child Support and convicted in Weehawken, NJ for Trademark Counterfeiting.
An Indonesian female who was arrested by the Philadelphia Police Department and charged with six felony counts of Forgery; Criminal Conspiracy; Theft by Unlawful Taking; Theft by Deception; Receiving Stolen Property; Access Device Used to Obtain Property. She was wanted by the Philadelphia Warrant Squad for failure to appear, and was turned over to them on their outstanding warrant.
The National Fugitive Operations Program (NFOP) was established in 2003 to eliminate the nation’s backlog of immigration fugitives. Today, ICE has 95 teams deployed across the country and 9 additional teams will be added by the end of September. So far this year ICE’s NFOP has made nearly 28,000 arrests, with over 21,000 being ICE fugitives. Last year, the fugitive operations teams nearly doubled the number of arrests made in 2006 (15,000) to more than 30,000 in 2007. Additionally, in 2007, the nation’s fugitive alien population declined for the first time in history and continues to do so in large part due to the work of the fugitive operations teams and our Fugitive Operations Support Center, which helps to clear outstanding cases. Estimates now place the number of immigration fugitives in the United States at approximately 570,000, a decrease of nearly 25,000 since October 2007.

Sentenced to Federal Prison

AUG 11 — PHOENIX - Five members of two drug trafficking cells operating in the Phoenix area were sentenced to prison on August 1, 2008, by U.S. District Judge Susan R. Bolton. The leader of one of the cells, Rosario Bojorquez-Ponce, 22, of Obregon, Mexico, was sentenced to 10 years in prison. Two of Bojorquez-Ponces drivers, Jesus Martinez, 28, of Obregon, Mexico, and Carlos Verdugo-Soto, 28 of Pueblo Yaqui, Mexico, were sentenced to 36 months and 30 months in prison, respectively. One of Bojorquez-Ponces sources of supply, Jose Garcia-Sierra, 24, of Madriaguato, Mexico, was sentenced to 84 months in prison. Alberto Romo-Agramon, 30, of Pueblo Yaqui, Mexico, a member of another drug trafficking cell that worked closely with Bojorquez-Ponce, was also sentenced to 84 months in prison. All of these defendants pleaded guilty in March 2008 to Conspiracy to Possess with the Intent to Distribute Methamphetamine and Cocaine.
During a court-authorized wiretap investigation conducted by the Drug Enforcement Administration, authorities learned that Bojorquez-Ponce was involved in distributing significant quantities of methamphetamine and cocaine in the Phoenix area. Through a combination of undercover work and surveillance, law enforcement officers were able to identify Martinez, and Verdugo-Soto as working for Bojorquez-Ponce, and Romo-Agramon and Garcia-Sierra as drug traffickers who had dealings with Bojorquez-Ponce. During the investigation, between December 2006 and April 2007, law enforcement officials seized approximately four kilograms of methamphetamine, two kilograms of cocaine, smaller amounts of marijuana and crack cocaine, and $62,528 in cash.
The investigation in this case was conducted by the Drug Enforcement Administration. The prosecution was handled by James Morse Jr. and Brian Larson, Assistant U.S. Attorneys, District of Arizona, Phoenix.

Information relating to interviews of Omar Khadr by the Canadian Security Intelligence Service CSIS and the Department of Foreign Affairs and International Trade (DFAIT) were recently released to Mr. Khadrs legal counsel, following rulings by the Supreme Court of Canada in May 2008, and by the Federal Court of Canada in June 2008.
Following the public release of this information by Mr. Khadrs lawyers, there has been much national and international media coverage pertaining to these interviews. Much of this coverage has focussed on video footage of Service interviews conducted with Mr. Khadr in February 2003.
Mr. Khadr was questioned by CSIS in 2003 about individuals - including those linked to the Al Qaeda organization - who may pose a threat to the security of Canada and its interests.
CSIS interviewed Mr. Khadr to collect threat-related information and intelligence and did not discuss consular issues with him, as this is not CSIS’s role.
During the recent media coverage of this issue, some factual errors have been reported by certain media outlets. Specifically, select media outlets have claimed that Mr. Khadr had been mistreated by U.S. authorities - including via sleep deprivation - prior to those 2003 interviews with CSIS. This is simply not accurate. In fact, it should be clear that CSIS had no information to substantiate claims that Mr. Khadr was being mistreated by U.S. authorities in conjunction with the CSIS interviews in 2003.
Furthermore, the allegations which subsequently surfaced regarding sleep deprivation were in relation to a 2004 interview in Guantanamo Bay with Mr. Khadr, an interview in which CSIS was not a participant.

Treasury Designates Iranian Nuclear and Missile Entities
Washington, DC—The U.S. Department of the Treasury today designated five entities for their ties to Iran’s nuclear and missile programs. All five designees are owned or controlled by, or acting or purporting to act for or on behalf of, entities that have been designated by the United States or the United Nations Security Council.
The entities designated today are the Nuclear Research Center for Agriculture and Medicine (a/k/a Karaj Nuclear Research Center), the Esfahan Nuclear Fuel Research and Production Center (NFRPC), Jabber Ibn Hayan, Safety Equipment Procurement Company (SEP Co.) and Joza Industrial Company.
“Responsible financial institutions and businesses worldwide are taking steps to avoid doing business with Iranian nuclear and missile entities, as well as with the front companies and cut-outs the Iranian regime uses to disguise its activities,” said Stuart Levey, Under Secretary for Terrorism and Financial Intelligence. “These five nuclear and missile entities have been used by Iran to hide its illicit conduct and further its dangerous nuclear ambitions.”
This action was taken pursuant to Executive Order 13382, which is aimed at freezing the assets of proliferators of weapons of mass destruction and their supporters, and at isolating them from the U.S. financial and commercial systems. Designations under E.O. 13382 are implemented by Treasury’s Office of Foreign Assets Control, and they prohibit all transactions between the designees and any U.S. person, and freeze any assets the designees may have under U.S. jurisdiction.
The Nuclear Research Center for Agriculture and Medicine, the NFRPC, and Jabber Ibn Hayan have been designated pursuant to E.O. 13382 because they are owned or controlled by, or acting or purporting to act for or on behalf of the Atomic Energy Organization of Iran (AEOI).
President George W. Bush in June 2005 identified the AEOI in the Annex to E.O. 13382. The AEOI, which directly reports to the Iranian President, is the main Iranian organization for research and development activities in the field of nuclear technology, including Iran’s centrifuge enrichment program, and manages Iran’s overall nuclear program. The AEOI was designated by the United Nations in the Annex to UN Security Council Resolution 1737 for its role in Iran’s nuclear program.
The Nuclear Research Center for Agriculture and Medicine at Karaj is a large AEOI research component. The NFRPC is AEOI’s center for the development of nuclear fuel, involved in enrichment-related activities. The NFRPC’s uranium conversion facility, in operation since 2005, can produce most of the uranium compounds needed for fuel cycle activities. Uranium conversion is an essential step for the creation of nuclear fuel. Jabber Ibn Hayan, also part of AEOI, is involved in the field of research and development in the nuclear cycle, in addition to providing a wide range of laboratory services for the AEOI nuclear production division.
President Bush also identified Iran’s Aerospace Industries Organization (AIO) and the Shahid Hemmat Industrial Group (SHIG) in the Annex to E.O. 13382. AIO is the overall manager of Iran’s missile program and oversees all of Iran’s missile industries. SHIG is responsible for Iran’s ballistic missile programs, most notably the Shahab series of medium-range ballistic missiles. AIO and its subordinate elements, such as SHIG, often use front companies to access foreign technology and raw materials for the development of Iran’s missile program.
SEP Co. has been designated today for acting, or purporting to act for, or on behalf of AIO. AIO has been using SEP Co. to procure on its behalf since at least 2003. Joza Industrial Company has also been designated today for acting or purporting to act for, or on behalf of, directly or indirectly, SHIG. In an effort to evade sanctions and obscure its procurement efforts, SHIG utilizes a series of front companies, including the Joza Industrial Company, to purchase goods and materials.
All five of the entities designated today have also been previously designated by the United Nations. The Nuclear Research Center for Agriculture and Medicine and the NFRPC were both designated by the United Nations in the Annex to Resolution 1747 for their involvement in Iran’s nuclear activities. Jabber Ibn Hayan, Joza Industrial Company, and SEP Co. were designated by the United Nations in Annex III to Resolution 1803.

Iran Launches Radar-Evading Vessels, Unmanned Submarines
Iran has successfully produced radar-evading vessels and unmanned undersea vehicles, Defense Minister Mostafa Mohammad Najjar said today.
He said the new products have significantly increased Irans defense power.
The minister said that 35mm anti-aircraft guns and fire-control radar systems are among other defense equipment produced in Iran.
