Pentagon Makes Fighting Extremism Top Priority

Seven years after the Sept. 11 attacks, the Pentagon on Thursday officially named "the long war" against global extremism as its top priority and pledged to avert any conventional military threat from China or Russia through dialogue.

The Defense Department, in a new national defense strategy, also emphasized the need to subordinate military operations to "soft power" initiatives to undermine Islamist militancy by promoting economic, political and social development in vulnerable corners of the world.

Defense Secretary Robert Gates said he hoped the change would help establish permanent institutional support for counterinsurgency skills acquired in Iraq and Afghanistan within a defense community heavily skewed in favor of expensive conventional and strategic modernization programs. Read More

NEW ORLEANS MAN SENTENCED TO MORE THAN 15 YEARS IN PRISON FOR ESPIONAGE INVOLVING CHINA

WASHINGTON — Tai Shen Kuo, age 58, of New Orleans, Louisiana, was sentenced today in the Eastern District of Virginia to 188 months in prison and required to forfeit $40,000 for conspiracy to deliver national defense information to a foreign government, namely, the People’s Republic of China (PRC), in violation of 18 U.S.C., Section 794(a), (c). Kuo pleaded guilty to this offense on May 13, 2008, after being arrested on February 11, 2008.
Patrick Rowan, Acting Assistant Attorney General for National Security; U.S. Attorney Chuck Rosenberg of the Eastern District of Virginia; and Arthur M. Cummings, II, Executive Assistant Director of the FBI’s National Security Branch, made the announcement after U.S. District Judge Leonie M. Brinkema imposed the sentence.

According to a Statement of Facts filed in Court with Kuo’s Plea Agreement, the criminal conduct spanned the time period of March 2007 to February 2008. During this time, Kuo, a naturalized U.S. citizen, obtained national defense information from Gregg W. Bergersen – a Weapons Systems Policy Analyst at the Arlington, Va.-based Defense Security Cooperation Agency, an agency within the Department of Defense – on several occasions. The information pertained primarily to U.S. military sales to Taiwan and U.S. military communications security and was classified at the Secret level.

During the course of the conspiracy, Kuo cultivated a friendship with Bergersen, bestowing on him gifts, cash payments, dinners, and trips to such places as Las Vegas. Kuo also led Bergersen to believe that he would make Bergersen a part owner or an employee of a company selling U.S. defense technology to Taiwan after Bergersen’s retirement from government service.

Unbeknownst to Bergersen, Kuo passed along to an official of the government of the PRC the documents and information Bergersen had provided him. The PRC official directed Kuo to collect specific documents and information and paid him approximately $50,000.00 for completing those tasks.

On July 11, 2008, Bergersen was sentenced to 57 months in prison and three years supervised release after pleading guilty on March 31, 2008 to conspiracy to deliver national defense information to a person not entitled to receive it, in violation of 18 U.S.C. Section 793(d), (g).

On August 1, 2008, Yu Xin Kang, a co-conspirator in the case, was sentenced to 18 months in prison for aiding and abetting an unregistered agent of a foreign government, namely the PRC. Kang pleaded guilty to this offense on May 28, 2008.

The investigation was conducted by the FBI. The Air Force Office of Special Investigations (OSI) provided substantial assistance and cooperation throughout the course of the investigation.

The prosecution is being handled by Assistant U.S. Attorneys Neil Hammerstrom and Aaron Zebley from the U.S. Attorney’s Office for the Eastern District of Virginia, and Trial Attorney Ryan Fayhee from the Counterespionage Section of the Justice Department’s National Security Division.

WASHINGTON, Aug. 8, 2008 – Coalition and Afghan forces killed enemy fighters and detained three suspected terrorists during operations yesterday in Afghanistan, military officials said.

In Ghazni province’s Giro district, coalition forces killed several enemy fighters and five non-combatants during an operation in search of Taliban fighters in the area. Coalition troops were engaged as they approached their target facility. The troops returned fire, killing the militants and eventually detaining three. The attack inadvertently led to four women and one child killed, officials said.

Coalition and Afghan forces killed four militants in Helmand province’s Nahr Surkh district. The joint forces engaged the militants with mortar fire after observing them emplace a roadside bomb. The bomb was destroyed during the engagement, officials said.

Coalition and Afghan force found a weapons cache in Zabul province’s Shajoy district. The cache contained rocket-propelled grenades, hand grenades, land mines, assault rifles with ammunition and bomb-making materials, officials said.

Coalition, Iraqi Forces Detain Suspects, Find Weapons Throughout Iraq

WASHINGTON, Aug. 8, 2008 – Coalition and Iraqi forces detained several suspected terrorists and found weapons during recent operations in Iraq, military officials said.

Just north of Baghdad today, U.S. troops captured an alleged Iranian-trained “Special Groups” financier and five suspected Special Groups criminals during operations. The alleged financier is believed to be responsible for supporting networks and coordinating attacks throughout the city, officials said.

In operations yesterday, coalition troops detained several suspected terrorists during separate operations in Baghdad, Mosul and Beiji, officials said.

— Coalition troops captured a suspected terrorist in Beiji and another five others just north of the city. The suspect in Beiji reportedly is associated with senior al-Qaida officials and a suicide-bombing network in northern Iraq. The five other suspects are believed to be connected to a bomb builder in Mosul, officials said.

— In Mosul, four suspected terrorists were detained during an operation targeting an al-Qaida leader there, officials said.

— In Baghdad, U.S. troops from 10th Mountain Division’s 4th Brigade Combat Team captured two suspected al-Qaida members. The suspects reportedly are responsible for coordinating numerous bombing attacks, including suicide bombings, car bombings and roadside-bombing attacks, throughout Baghdad, officials said.

In operations Aug. 6, a Sunni Muslim “Sons of Iraq” citizen security group and coalition forces discovered weapons during a patrol in the Jazeera Desert west of Samarra. They found more than 900 pounds of nitrate and 100 pounds of propellant explosives with four propane tanks, officials said.

Also Aug. 6, coalition and Iraqi forces in Baghdad found a weapons cache and an emplaced roadside bomb. The cache consisted of six various assault rifles and several magazines with ammunition. The roadside bomb was discovered during an Iraqi police patrol in Baghdad’s Risalah community.

Two gang leaders arrested as a result of the operation

MIAMI - U.S. Immigration and Customs Enforcement (ICE) agents here, in close partnership with numerous local law enforcement officers, made 321 arrests in an operation targeting trans-national and violent criminal street gangs in South Florida. The enforcement operation included the arrest of 59 transnational gang members and associates during this latest joint local action of an ongoing national ICE effort to target gang members.

These arrests were made under an ongoing national ICE initiative called “Operation Community Shield,” in which ICE partners with other federal, state and local law enforcement agencies to address the significant public safety threat posed by transnational street gangs. Partnerships with local law enforcement agencies are essential to the success of the initiative, and they help further ensure officer safety during the operations.

The multi-agency operation, which began June 18, 2008 and ended July 25, targeted criminal street gang members and associates in the South Florida area. Of those arrested, Task Force Members identified members or associates of the following gangs: MS-13, SUR-13, Uptown, Victory Park, Top Six, Bloods, 18th Street, 21 Jump, INP, FAME, Washington Park, 170 Boys, 90’s Babies, Hollywood Squares, Leisure City and One Way.

Of those arrested, 308 face multiple criminal charges including state racketeering influenced and corrupt organizations (RICO) conspiracy; drug possession, purchase and trafficking; firearms possession; outstanding bench warrants; and probation and parole violations. Some of the criminal histories associated with these individuals include attempted murder, resisting with violence, armed burglary, robbery, drug trafficking, and other violent crimes. All the individuals arrested are either out on bond pending their criminal cases or are being held in various detention centers throughout South Florida.

Those arrested are from Cuba, Haiti, Mexico, Guatemala, Honduras, Jamaica, Nicaragua, Jamaica, El Salvador, Colombia, Chile, and the United States.

Nineteen individuals were arrested on immigration charges including lawful permanent residents with criminal convictions, who are amenable to removal from the United States. One individual was identified as an aggravated felon that was previously deported and illegally re-entered the U.S. It is a felony to re-enter the United States after being formally deported punishable by up to 20 years in federal prison.

“ICE has unique immigration and customs law enforcement authorities which complement the authorities of our federal, state and local partners,” said Anthony Mangione, special agent in charge of the ICE Office of Investigations in Miami. “Street gangs pose a growing public safety threat to communities throughout this area. ICE will use every tool at our disposal to rid the streets of gangs, and that includes placing those who are here illegally into immediate deportation proceedings.”

ICE was assisted in the operation by the following agencies: U.S. Customs and Border Protection Air & Marine, the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), and the Gang Investigation Units of the Miami Dade Police Department, Broward County Sheriff’s Office, City of Miami Police Department, Palm Beach Sheriff’s Office, North Miami Beach Police Department, Miami Beach PD, Hialeah PD, Lake Worth PD, and Boynton Beach PD and the Florida Department of Probation.

Among those arrested include:

David Paneque, 18, a Cuban national and leader of a SUR-13 Clicque. He was arrested on July 11 in Miami. Paneque is amenable for removal based on recent criminal convictions for attempted felony murder, robbery with a firearm and grand theft.

Kinske St. Vilus, 33, a Bahamian national and leader of the Uptown Gang. He was arrested on June 18 in Miami for an open warrant on RICO conspiracy charges. He is amenable for removal based on recent criminal convictions including possession with intent to sell or deliver cocaine and aggravated battery. In Feb. 2008, RICO conspiracy charges of gang members resulted in the dismantling of the drug cell of the Uptown Gang.

Johnson Valcourt, 25, a Haitian national and member of the Uptown Gang. He was arrested on July 8 in Miami and is amenable for removal based on recent criminal convictions for armed burglary and grand theft.

Cedric Johnson, 35, a U.S. citizen and member of the 21 Jump Gang. He was arrested on June 28 in Miami for possession of cocaine, marijuana and $5,174 in United States currency. The 21 Jump Gang is well known for drug trafficking and several other members and associates were also arrested during this enforcement operation.

Operation Community Shield is a national law enforcement initiative that partners ICE with other federal, state and local law enforcement, combining resources, authorities and expertise in an effort to target members of violent street gangs. Since ICE began Operation Community Shield in Feb. 2005, more than 10,150 gang members belonging to more than 700 different gangs have been arrested. Today marks the tenth anniversary of the al Qaida terrorist attacks against U.S. Embassies in Dar es Salaam, Tanzania, and Nairobi, Kenya. In Dar es Salaam, the terrorists killed 11 people and wounded more than 85 others; the blast in Nairobi killed 218 people and injured approximately 5,000. We remember today those who lost their lives or were injured in the attacks, their families, and their loved ones.

The attacks in East Africa are brutal examples of al Qaida’s tactics in its war against innocent people worldwide-carried out in the heart of two African capitals without regard to the race, creed, or nationality of the victims. This has been al Qaida’s method for more than a decade, indiscriminately attacking civilians throughout the world. The attacks in Kenya and Tanzania remind us that al Qaida and its terrorist affiliates continue to want to attack the United States and our allies. This anniversary reinforces the need to confront the terrorists, to work with our allies to bring them to justice, and to prevent such attacks from happening again.
