Terrorists Launch Indirect-Fire Attacks in Baghdad

WASHINGTON, March 27, 2008 Terrorists launched 11 indirect-fire attacks against civilians, Iraqi security forces and coalition forces in Baghdad today.
Five indirect-fire attacks struck in the vicinity of the International Zone, killing one civilian and wounding 14. Three indirect-fire attacks struck two U.S. forward operating bases and one joint security station east of the Tigris River, injuring four U.S. soldiers.
Five mortar rounds struck two joint security stations and a Sons of Iraq citizen security group checkpoint in West Rashid, wounding three Iraqi security volunteers.
These rogue elements are haphazardly firing rockets and mortars, killing and injuring innocent Iraqi and governmental civilians, said Army Col. Allen Batschelet, chief of staff of Multinational Division Baghdad. (Iraqi security forces) and coalition forces are taking steps to reduce these attacks and pursue those responsible.
Multinational Division Baghdad soldiers engaged and killed two terrorists spotting for the indirect-fire attacks.
Terrorists also staged several attacks around Iraq yesterday, firing 16 rockets into the International Zone in Baghdad and targeting members of the Sons of Iraq in Tikrit and Salahuddin.
The 16 rockets were fired into the International Zone from surrounding Baghdad districts in four separate attacks during the morning and early afternoon.
At about 5:30 a.m., five 107 mm rockets hit the International Zone; four more 107 mm rockets struck at about 9:15 a.m.; three 107 mm rockets were in the third attack; and four 107 mm rockets struck at about 2:50 p.m. One coalition force soldier, two U.S. civilians, and one Iraqi army soldier were wounded in the attack. Several structures and one vehicle also were damaged.
In Salahuddin, two Sons of Iraq were murdered, and a woman and child were injured in an attack by al Qaeda in Iraq. The two men killed were father and son and confirmed members of the Sons of Iraq in Samarra. The woman and child were transported to a coalition forces hospital for treatment.
In Tikrit, a car bomb detonated, injuring seven Sons of Iraq and two Iraqi citizens. The injured were evacuated to a local Iraqi medical facility for treatment.
“This incident is just another example of the desperation (al Qaeda in Iraq) is showing,” said Army Maj. Dan Meyers, a spokesman for Multinational Division North. “Acts of intimidation and cowardice such as these demonstrate the lack of regard for innocent civilian life.”
In separate operations March 25 and yesterday, Iraqi special operations forces advised by U.S. Special Forces soldiers detained eight suspects.
In Baghdad, Iraqi Special Forces detained one suspected al Qaeda member who helped create a suicide network associated with attacks against Iraqi and coalition forces in the Baghdad area. The suspect also recently formed a criminal group to conduct attacks against coalition forces in Tahrir, southeast of Baghdad. Two additional suspects were detained in the operation and are being held for further questioning.
In Basra, Iraqi special forces troops detained a suspected criminal who is reported to be an illegal weapons dealer in the area. The suspect is believed to be smuggling and selling massive amounts of weapons to Iranian-backed special groups and criminal elements that attack Iraqi and coalition forces. Four other suspects were detained and are being held for questioning.
In other developments, coalition forces conducted operations throughout Iraq on March 25 and yesterday, targeting suspected terrorists who are believed to be associated with al Qaeda in Iraq senior leadership and others suspected of organizing suicide bombings.
In Tikrit, intelligence sources led coalition forces to a building, where they called for the occupants to come out. When the occupants did not comply, the ground force approached the building and came under a heavy small-arms attack. Coalition forces called in supporting aircraft to suppress the fire. Numerous large secondary explosions came from the building, indicating stored weapons or explosives.
During the engagement, multiple terrorists exited the building and ran into adjacent buildings. Coalition forces called for civilians to exit the buildings, and women and children who complied were moved to a safe area. It was later determined other civilians remained in the building.
Five terrorists, one Iraqi man, three Iraqi women and three Iraqi children were killed. Six Iraqi women, five Iraqi children and one Iraqi man were injured. The injured were treated on scene by coalition medical professionals, and all but one man were transported to a coalition medical facility for further treatment. It is uncertain whether the casualties came from coalition or terrorist fire.
“These terrorists have a complete disregard for humanity and constantly place innocent Iraqis in harm’s way, as they did here by invading civilian homes and continuing to engage coalition forces, using the homes for cover and concealment,” said Navy Capt. Vic Beck, a Multinational Force Iraq spokesman.
In the northern part of the country, intelligence reports led coalition forces to Mosul, where they captured an alleged terrorist suspected to be a suicide bomb cell leader with strong ties to terrorists in that area. He is believed to have a role in recent suicide attacks in Mosul. Coalition forces also detained two other suspected terrorists in that operation.
West of Samarra yesterday, coalition forces detained three suspected terrorists during an operation targeting associates of al Qaeda in Iraq senior leaders.
“Al Qaeda in Iraq is an adaptive, barbaric enemy that will use any means possible to create violence,” Beck said. “Despite their calls for violence, Iraqis continue to reject the terrorists’ Taliban-like ideology and are working with Iraqi and coalition forces for a safe and secure Iraq.”
In Iraq operations March 25:
— Multinational Division Baghdad attack helicopter crews destroyed two enemy positions in separate attacks in Baghdad. No coalition forces or Iraqi citizens were injured as a result of the two attacks.
— Iraqi security forces responded to enemy gun fire in the city of Kut, where fighting broke out in areas known as criminal strongholds several hours after a curfew was imposed by Iraqi forces.
— A combined Iraqi police and Iraqi army force stopped an organized attack in Hillah. A military-style force, armed with AK-47 assault rifles and rocket-propelled grenades, attacked coalition and Iraqi forces with RPGs. Iraqi army and police forces counterattacked, secured major intersections, and engaged the militants over the course of several hours, forcing them to retreat to a mosque.
— Coalition soldiers found and destroyed four suspected car bombs in the southern Diyala river valley during Operation Viking Expedition. As part of the operation, air weapon team helicopters engaged three suspicious vehicles, destroying them with Hellfire missiles. After a search of the area, a bunker was found containing another vehicle, as well as a small cache nearby. The bunker and cache were destroyed by two bombs dropped by close-air support planes.
In operations March 24 and 25, Iraqi security forces detained 15 suspects and coalition forces found two weapons caches.
In Baghdad, Iraqi special operations forces detained a suspected criminal cell leader reported to be responsible for improvised explosive device cell members who have attacked Iraqi and coalition forces in the Baghdad area. Three additional suspected cell members were also detained.
In Samarra, Iraqi National Police detained a suspected al Qaeda in Iraq military commander, who is reported to lead 25 fighters in the greater Samarra area. He also is believed to have been involved in organizing small-arms fire, IED and car-bomb attacks against Iraqi and coalition forces. Ten additional suspects are being held for further questioning.
Sons of Iraq members and an informant provided information to coalition force soldiers that led to two weapons caches in the Shaka 3 region of Iraq. The first cache, discovered March 24, consisted of 38 rifle grenades, 64 OG-15P grenades, 27 OG-9 rockets, 21 PG-9 rockets, two OG-7 rockets and an anti-tank mine. The second cache was discovered the following day based on a tip from an informant and contained 400 heavy machine gun rounds.

Efforts reflect Justice Department commitment to partner with state and local law enforcement in Los Angeles and nationwide to fight gang violence
LOS ANGELES-Attorney General Michael B. Mukasey, joined today by Los Angeles Mayor Antonio R. Villaraigosa, Los Angles Police Chief William J. Bratton and U.S. Attorney Thomas O’Brien, announced the results of a joint law enforcement operation targeting gang activity in the Central District of California as well as the formation of an additional FBI-sponsored Safe Streets Task Force to combat gang violence in communities north of Los Angeles.
A 10-count indictment unsealed today in the Central District of California charges 12 members and associates of the “Grape Street Crips” gang with participating in a conspiracy to manufacture and distribute large quantities of the drug phencyclidine, also known as PCP, in the Watts area of Los Angeles, as well as across the region and in other parts of the United States. The indictment was returned last week by a federal grand jury.
A second indictment, also unsealed this morning in the Central District of California, charges a 13th individual, also a member of the Grape Street Crips gang, with distribution of PCP in the Watts area.
Authorities arrested four of the defendants this morning, and another five were previously taken into custody on other federal and state charges.
These indictments and arrests resulted from several long-term investigations conducted by the FBI, the U.S. Drug Enforcement Administration, the Bureau of Alcohol Tobacco, Firearms and Explosives, the Los Angeles Police Department, and several other local law enforcement agencies.
“For too many of our citizens, gangs and the damage they do to their communities are painful features of daily life,” said Attorney General Michael B. Mukasey. “That must not be allowed to go on, and so the fight against gangs, and the violence they breed, is one of the top priorities of the Department of Justice. Today’s action demonstrates our commitment to using every tool at our disposal to strike a blow against this kind of gang activity.”
The investigation resulted in several significant seizures of PCP and hundreds of gallons of highly toxic precursor chemicals used to manufacture PCP. Authorities also seized a clandestine lab in the remote desert of Landers, Calif., while lab operators were in the midst of an ongoing PCP “cook” that would have likely yielded more than 54 kilograms of PCPultimately resulting in more than 40 gallons of PCP for distribution, with a street value well in excess of $1 million. As alleged in the indictment, one gallon of PCP was routinely sold by defendants for at least $10,000 wholesale value during the course of the conspiracy. Because of the scale of this drug ring, today’s action is expected to have a significant impact on the local PCP trade.
According to the 10-count indictment, the PCP manufacturing and distribution ring was led by Alphonso Eugene Foster, 38, a senior member of the Grape Street Crips, along with Kim Vernell Walker, 45, a long-time member of the Santana Block Crips. Foster and Walker allegedly obtained precursor chemicals used to manufacture PCP, then “cooked” the PCP and arranged for its distribution throughout Watts, across the region and in other parts of the United States.
During the course of the conspiracy, Foster and Walker maintained and controlled the clandestine lab in Landers, Calif., as well as “S&W Graffiti Removal,” a business in the City of San Bernardino, Calif., that was used as a front to obtain and store precursor chemicals. Also during the conspiracy, the Watts residence of Michael Edward Baker, 33, a member of the Grape Street Crips, and his wife/girlfriend, Latera Kyesha Lashana Odom, 25, was used as a “stash” house and central PCP distribution location.
The defendants charged in the primary 10-count indictment are as follows:

All of the defendants are from Los Angeles. The defendants arrested today will make their initial court appearances this afternoon in United States District Court in downtown Los Angeles. The defendants charged in the primary 10-count indictment face potential life sentences if convicted. Defendant Robinzine, the defendant charged by separate indictment, is charged with one substantive count involving the distribution of PCP in the Watts area and faces a potential sentence of 20 years imprisonment.
United States Attorney Thomas P. O’Brien said, “In the last six months, we have seen a sharp increase in the number of federal gang prosecutionscases that would not have been possible without the ever-increasing cooperation between federal and local law enforcement agencies. The indictment of the Grape Street Crips members is the latest example of collaborative law enforcement efforts that in recent months have led to significant cases against gangs such as 18th Street and MS-13. Continuing to improve relationships among all levels of law enforcement is one of my highest priorities.”
Los Angeles Police Chief William Bratton said, “Working together with state and federal agencies, we are demonstrating the positive impact we can make on criminal organizations like the Grape Street Crips. We are committed to inter-agency cooperation as this effort has proven to be both productive and beneficial to our communities.”
The charges contained in these indictments are merely accusations, and the defendants are presumed innocent unless and until proven guilty.
New Safe Streets Task Forces
Also at the press conference today, Attorney General Mukasey announced that the Department is forming a new FBI Safe Streets Task Force that will operate in the Central District of California. The additional task force brings the total number of Safe Streets Task Forces in the Central District of California to six.
Two other Safe Street Task Forces were created today; one in the northern portion of Alabama; and the other focusing on Greensboro, Winston Salem, and High Point, N.C.
Since January 1992, the FBI the Safe Streets Violent Crime Initiative has grown to include 185 task forces across the nation. This program allows each FBI Field Division to address violent street gangs and drug-related violence through the establishment of FBI sponsored, long-term, proactive task forces focusing on violent gangs, crimes of violence, and the apprehension of violent fugitives.
The Violent Gang Safe Streets Task Force became the vehicle through which federal, state and local law enforcement agencies joined together to address violent crime plaguing their communities. The FBI’s Safe Streets and Gang Unit administers 144 Violent Gang Safe Streets Task Forces nationwide.
Today’s announcements reflect the Justice Department’s significant commitment to combating violent gangs with our state and local law enforcement partners across the nation.
In the last few years, the Department has taken several important steps to address the prevalence of gang violence. First, the Department established an Anti-Gang Coordination Committee to organize the Department’s wide-ranging efforts to combat gangs. Second, each United States Attorney has appointed an Anti-Gang Coordinator to provide leadership and focus to our anti-gang efforts at the district level. Finally, the Anti-Gang Coordinators, in consultation with their state and local law enforcement and community partners, have developed comprehensive, district-wide strategies to address the gang problems in their districts.
As another example in Los Angeles of the Justice Department’s commitment to combating violent gangs, the Department of Justice has awarded more than $15.5 million dollars in grant funds to support the Los Angeles comprehensive gang-reduction strategy, including prevention, intervention, and re-entry programs as well as enforcement and suppression.

THREE MEN INDICTED FOR FEDERAL CIVIL RIGHTS VIOLATIONS IN ARSON OF ISLAMIC CENTER IN TENNESSEE
WASHINGTONA federal grand jury in Nashville returned a five-count indictment today charging three men for their role in the arson of the Islamic Center in Columbia, Tenn., on Feb. 9, 2008, the Justice Department announced. Eric Ian Baker, Jonathan Edward Stone and Michael Corey Golden were charged with a conspiracy to violate civil rights, destroying a house of worship, possession of a destructive device, use of fire to destroy a building and use of fire to commit a felony.
The indictment alleges that between Feb. 2, 2008, and Feb. 9, 2008, Baker, Stone and Golden, all of whom are said to be members of a white supremacist group known as the “The Aryan Alliance,” conspired with one another to burn a mosque known as the Islamic Center in Columbia, Tenn. The indictment further alleges that during the early morning hours of Feb. 9, 2008, Baker drove Golden and Stone to a convenience store in Columbia where they made Molotov cocktails filled with gasoline. According to the indictment, Golden and Stone later hurled the Molotov cocktails into the Islamic Center setting the building on fire while Baker spray painted phrases, which included “White Power,” onto the exterior of the mosque.
The case was investigated by the Columbia, Tenn., Police Department; the Bureau of Alcohol, Tobacco, Firearms and Explosives; and the Federal Bureau of Investigation. The case is being prosecuted by Assistant U.S. Attorney Hal McDonough and Civil Rights Division Trial Attorney Jonathan Skrmetti.
An indictment is only an allegation, and a defendant is presumed innocent unless and until proven guilty.

Additional internal memos show Iraqi officials reporting to one another that Hamas was willing through the 1990s to conduct suicide attacks against Americans on behalf of Saddams Iraq. These memos also listed Abu Abbas, the notorious Palestinian terrorist, as another man willing to lead his forces for Saddam in attacks against Americans.”
