Petraeus: Al Qaida Trying to 'Come Back In'

U.S. military officials said there will be no significant reduction in coalition troops in the Baghdad area as part of an effort to stop the Al Qaida offensive in northern Iraq.

They said Al Qaida was trying to reenter Baghdad and reverse its losses in 2007.

"Al Qaida is trying to come back in," U.S. military commander Gen. David Petraeus said. "We can feel it and see it, and what we're trying to do is rip out any roots before they can get deeply into the ground." Read More

ICE fugitive receives a 60-month sentence for illegally re-entering the country after being deported

MIAMI - A 42-year-old Jamaican national, with an extensive criminal history, was sentenced here Thursday to 60 months’ imprisonment for illegally re-entering the country after being deported by U.S. Immigration and Customs Enforcement (ICE) deportation officers.

Donovan Wayne Tucker’s criminal history includes arrests and convictions for attempted burglary, aggravated battery with a deadly weapon, extortion, procurement, child pandering, living off the earnings of prostitution, possession of narcotics and forgery.

Tucker was arrested by ICE’s Miami Fugitive Operations Team on Oct. 1, 2007. ICE subsequently presented the case to the U.S. Attorney’s Office for the Southern District of Florida for criminal prosecution based on Tucker’s illegal re-entry into the country.

Officers also discovered that Tucker resided in Canada for most of his adult life.

Upon a motion by the United States Attorney’s Office, the court departed upward from a sentencing guideline of 12 to 18 months, and found that Tucker’s criminal history category substantially under-represented the seriousness of the his criminal history or the likelihood that he would commit other crimes. The court departed upward to the maximum sentence based on his numerous Canadian criminal convictions, his use of aliases, his history of absconding on bonds to avoid prosecution in connection with nine arrests dating as far back as 1988, and his fraudulent acquisition and use of the identification of others.

According to court records, Tucker was arrested for the first time in Dec. 2005 following an anonymous tip that he would be attempting to board a flight for Las Vegas from Fort Lauderdale International Airport using the identity of “Jason Camberg.” At the time of his arrest, Tucker was in possession of a birth certificate and a Florida driver’s license in the name of “Jason Camberg.” Tucker had been ordered deported in absentia in May of 2000 when he failed to appear for an immigration deportation proceeding and absconded on a $50,000 bond. He was subsequently deported to Jamaica on April 5, 2006.

According to court statements made in open court, investigators linked Tucker to nine arrests in various cities across the United States, including New York, San Francisco, Albany, Las Vegas, and Camden County, Georgia on various different charges. Tucker was able to avoid prosecution on all of these charges by using assumed aliases and absconding on bonds before authorities could verify his true identity.

R. Alexander Acosta, U.S. Attorney for the Southern District of Florida, commended the investigative efforts of ICE. This case was prosecuted by Scott Behnke, Assistant United States Attorney.

United Nations employee and New Jersey man plead guilty in wide-ranging immigration fraud

NEW YORK - Michael J. Garcia, United States Attorney for the Southern District of New York and Julie L. Myers, Department of Homeland Security Assistant Secretary for Immigration and Customs Enforcement, announced the guilty pleas today of Vyacheslav Manokhin, a United Nations employee working at the headquarters in Manhattan, and Vladimir Derevianko, a New Jersey resident, in connection with a scheme to fraudulently procure large numbers of United States entry visas for non-U.S. citizens.

An ICE lead investigation revealed that the scheme involved fraudulent documents, some of which were prepared on United Nations letterhead, that requested U.S. entry visas so that aliens could attend conferences in the United States, which either did not exist or they did not attend. The pleas were entered before United States Magistrate Judge Michael H. Dolinger in Manhattan Federal Court. According to the complaint and indictment filed in the case, and statements made during the guilty plea proceeding:

Manokhin and Derevianko’s visa fraud scheme involved the use of numerous fraudulent documents, some of which were prepared on United Nations letterhead. The documents requested U.S. entry visas, so that aliens could attend United Nations conferences in the United States. However, the aliens neither attended the U.N. conferences nor intended to do so.

ICE agents with the New York Office of Investigations Special Agent in Charge discovered during the course of their investigation that Derevianko prepared the fraudulent documents and Manokhin used his position at the U.N. to make it appear as though the U.N. supported the visa applications.

One document - submitted in support of an entry visa for an individual named Kamiljan Tursunov – was prepared on U.N. Development Programme (UNDP) letterhead; purported to be signed by a non-existent UNDP official named Leonardo Brackett; and included as a contact Manokhin’s telephone number at U.N. Headquarters.

When asked by a caller about the Tursunov visa application, Manokhin stated that he was an assistant to Leonardo Brackett, and confirmed falsely, that Tursunov had been invited to come to the United States for a U.N. conference. Based in part on these assurances, Tursunov obtained an entry visa and entered the United States. When Tursunov was later arrested in the U.S., he admitted to federal agents that he paid $15,000 to a person in Uzbekistan for his U.S. entry visa; that his visa application suggested that he was coming to the United States to attend a conference; and that he did not attend the conference and had no intention of doing so. Rather, Tursunov admitted, he entered the United States, moved to Florida, and had been living there for over two years.

Tursunov pleaded guilty in connection with this matter on Jan. 25, 2008, before United States District Judge Harold Baer. A sentencing date has not yet been scheduled.

Manokhin and Derevianko each pleaded guilty to one count of conspiring to obtain entry visas by means of false statements. Sentencing has been scheduled before United States District Judge Harold Baer, for June 26, 2008, at 10:30 a.m.

Mr. Garcia praised the investigative work of U.S. Immigration and Customs Enforcement and the United States Department of Labor, Office of the Inspector General. Mr. Garcia also praised the United States Mission to the United Nations; the United Nations Office of Legal Affairs; and the United Nations Office of Internal Oversight, for their assistance on this matter.

Assistant United States Attorneys Michael Farbiarz and Iris Lan are in charge of the prosecution.

Significant caches found in Anbar
Multi National Force – West PAO

AL ANBAR PROVINCE, Iraq – Iraqi Police discovered two significant weapons caches in Anbar Province over the past seven days.

The first cache was discovered west of Rawah, March 7 and the second in Fallujah March 11.

Hassa IP, near Rawah, discovered and reported a weapons cache on a farm. A Marine unit launched a mounted patrol to investigate the report. Marines confirmed the discovery, and an explosive ordnance disposal unit’s support was requested.

At the site, a young sheep herder directed Marines to three more caches. The boy claimed to have seen the farm’s owner bury items at night with a bulldozer. The caches had all been emplaced within the week but the majority of the items buried were unserviceable.

The first cache consisted of 42 PG9 rockets; Chinese 60mm HE mortar rounds; Russian 82mm HE mortar rounds; 1,200 7.62 x .39 mm rounds; 1,300 non-electric blasting caps; 47, 14.5 mm rounds; 720 Russian PD fuses; 264 PG15 Propellant Cartridges; 80 Russian hand grenades; a Russian AT-3B Sagger guided missile; a Russian AT-3C Sagger guided missile; and a couple Russian practice Sagger guided missiles.

The second cache consisted of 300 electric blasting caps, 300 improvised squibs, Russian PD fuses, Russian 82mm HE mortar rounds, 200 Spanish PD fuses, 188 Yugoslavian PD fuses, 250 non-electric blasting caps, and 28 Chinese 107mm HE rockets.

The third cache consisted of 41 Russian 82mm HE mortar rounds, 19 Chinese 60mm HE mortar rounds, and a DShK tripod.

The fourth cache consisted of DShK anti-aircraft guns, Chinese 100mm HEAT-T projectiles, and a Russian practice Sagger guided missile.

A follow up cache sweep conducted by EOD March 9 resulted in the discovery of seven additional cache sites in this area.

The first cache consisted of 82mm mortar tubes and 60mm mortar tubes.

The second cache consisted of 39 Russian mortars; 82mm HE; 2,000 7.62x54mm ammunition; and 2,000 7.62x39mm ammunition.

The third cache consisted of 10, 70mm HEAT PG7M Russian rockets; 64mm HEAT PG-18 Russian Rockets with launchers; 82mm HE O832D Russian mortars; 24 85mm HEAT PG7 Iraqi rockets; 73mm HE OG9 Russian projectile; 40mm HE OG7 Bulgarian grenades; 100 14.5x114mm ammunition; 73mm HEAT PG9 Russian rockets; 1,000 7.62x39mm ammunition; 100 electric detonators; 30` leg wires; and 60, 1.25 lb TNT Blocks.

The fourth cache consisted of a machinegun and 500 7.62x54mm ammunition.

The fifth cache consisted of 255 82mm HE O832D Russian mortars, 55 73mm HE OG9B Bulgarian projectiles, 73mm HE OG9 Russian projectiles, 40mm HE OG7 Bulgarian Grenades, 34 250m spools of black detonation cord, 1,000` red detonation cord, 200 Russian fuse projectiles, PIBD GPV2, 150 Russian Fuse projectiles, PD GO2, 37 PG15 propellant cartridges, 150 14.5x114mm ammunition, 160mm mortar primary cartridges, 200 electric blasting caps, 160mm mortar long range charge increments, 200 non-electric blasting caps, 130mm Illumination S2 Russian projectiles, 152mm HE M88 former Yugoslav projectile and a 130mm HE OF482M Russian projectile.

The sixth cache consisted of an RPG-7 launcher.

Hassa IP has taken the owner of the farm into custody.

The Rawah combined cache find items weigh more than 2,600 pounds. This combined cache totals more than 8,800 items.

The Fallujah IP discovered another weapons cache while conducting an intelligence-driven dismounted cache sweep of a city residence March 11.

While searching the residence, Fallujah IP discovered the weapons cache in a room hidden behind a false wall. Inside this concealed room there were two spider holes that contained additional items of the weapons cache.

U.S. Embassy Doha released the following Warden Message on March 13:

The Department of State remains concerned about the continued threat of terrorist attacks, demonstrations and other violent actions against U.S. citizens and interests overseas. Current information suggests that al-Qaida and affiliated organizations continue to plan terrorist attacks against U.S. interests in multiple regions, including Europe, Asia, Africa and the Middle East. These attacks may employ a wide variety of tactics including suicide operations, assassinations, kidnappings, hijackings and bombings.

Extremists may elect to use conventional or non-conventional weapons, and target both official and private interests. Examples of such targets include high-profile sporting events, residential areas, business offices, hotels, clubs, restaurants, places of worship, such as the new Christian Church complex in Doha, schools, public areas and locales where Americans gather.

The U.S. Embassy in Doha encourages all U.S. citizens to maintain a high level of vigilance and to take appropriate steps to maintain their security awareness. U.S. citizens should review “A Safe Trip Abroad,” found at http://travel.state.gov/travel/tips/safety/safety_1747.html, which includes valuable security information for those both living and traveling abroad. In addition, the U.S. Embassy recommends U.S. citizens review the Personal Security Checklist below.

Americans traveling abroad should regularly monitor the U.S. Embassy in Doha’s website, http://qatar.usembassy.gov, and the U.S. Department of State’s travel website at http://travel.state.gov, where the current Worldwide Caution and other Travel Warnings and Travel Alerts can be found. The U.S. Embassy also encourages U.S. citizens to review to “A Safe Trip Abroad,” found at http://travel.state.gov/travel/tips/safety/safety_1747.html, which includes valuable security information for those both living and traveling abroad. In addition to information on the Internet, travelers may obtain up-to-date information on security conditions by calling 1-888-407-4747 toll-free in the U.S. and Canada, or outside the U.S. and Canada on a regular toll line at 1-202-501-4444.

U.S. citizens living and residing in Qatar are advised to register their presence in the country through the U.S. Department of State’s automated online registration system, https://travelregistration.state.gov. U.S. citizens may also contact the Consular Section at the U.S. Embassy via email at ACSconsularDoha@state.gov or by calling 488-4101, extension 6117 for routine services or extension 6500 for after hours emergencies. Recommended Personal Security Checklist:

•Vary your times and routes to and from work.

•Keep your doors locked and windows closed (residence and vehicle).

•Check the interior and exterior of your vehicle prior to getting into your vehicle. Look for anomalies or other things that do not belong in your car.

•Maintain a low personal profile by not doing anything that draws attention to yourself.

•Identify and report to your corporate (sponsor) designated security-charge person and the police, vehicles or persons possibly involved in surveillance of your activities.

•Are you alert to what is going on around you?

•Are your colleagues and family aware of your daily plans and do they know how to reach you?

•Do you allow your staff to vary their hours of reporting (i.e., you do not schedule meetings the same time early each morning which would preclude the staff from varying their reporting times)?

• In traffic, always attempt to leave space in which to maneuver. Always leave yourself an exit. Be prepared to take evasive action at any time.

• To the extent possible avoid choke points in travel. Be wary of diversions.

• If you are being followed or harassed by another driver, try to find the nearest police station, hotel, or other public facility to call the Police and your corporate designated security-charge person. Never lead the person back to your home or stop and get out.

• Whenever possible, do not have a set day for shopping, errands and personal needs. Be unpredictable.

• Never give out your personal information such as family member and household staff names, addresses and telephone numbers in an open setting.

• Ensure all of your family members are briefed on security measures.

• For Parents with children: Make sure they are aware of 999, home number, and any other relevant contact numbers.

• Minor age children should not use taxis unaccompanied and should only use reliable, known limousine/car services vetted by your employer. Likewise, females and minor age children should never ride in the front seat of taxis.

FIGHTING IN CHAD’S CAPITAL LEADS TO EVACUATION
U.S. Embassy N’Djamena issued the following Warden Message on March 13:

The Government of Chad announced this morning that armed rebels have again crossed the border into eastern Chad. The Embassy reminds all U.S. citizens in Chad that the security situation may deteriorate quickly without much advance notice. U.S. citizens should be aware that the U.S. Embassy can not guarantee that the same options and level of evacuation assistance that existed in February will be available should the situation again deteriorate. The Embassy, therefore, recommends U.S. citizens be prepared to implement their personal evacuation or safe haven plans should the situation warrant.

Air France and Ethiopian Air have limited commercial operations, and flights are currently operating between N’Djamena and Paris.

The state of emergency, which the government of Chad declared on February 14, 2008 for the entire country, is still in effect. The state of emergency sets a curfew from 12:00 midnight to 6:00 a.m. Americans are advised to abide by the curfew, i.e., avoid all travel during those hours, and to exercise extreme caution at all other times, bearing in mind the political situation remains fluid and potentially dangerous.

American citizens outside the country are advised not to travel to Chad, see latest Travel Warning for Chad.

The Embassy recommends that American citizens who are already in Chad be prepared to implement their personal evacuation plans on short notice. American citizens in Chad are strongly encouraged to register at the Embassy?s consular section on Avenue Felix Eboue, or by Internet at https://travelregistration.state.gov. Office hours for American citizens are Monday through Thursday, 8:00 a.m. to 4:00 p.m., and Fridays from 8:00 a.m. to 12:00 noon. If you have previously registered but have changed any contact information, please be sure to notify the Embassy promptly of any changes. Visa services have been suspended until further notice, but American citizen services are available. The Embassy switchboard is operational and Embassy personnel may be contacted at (235) 251-7009; 251-6211; 251-9052 or 251-9233. The Consular Officer?s cellular phone number is (235) 652-2416. In the event that telecommunications in Chad become inoperable an Officer may be reached through the Cameroonian number: (237)94157608.

American citizens who decide to remain in Chad should closely monitor news media and the U.S. Embassy’s website. American citizens in Chad are urged to keep family and friends in the United States apprised of their whereabouts. Please encourage all Americans with whom you come in contact to register with the U.S. Embassy by completing a registration form online at https://travelregistration.state.gov and provide contact information and specific travel data if traveling outside the capital.
