At a press conference on Wednesday, Fulton County District Attorney Paul Howard, a Democrat, announced charges against former Atlanta Police Officer Garret Rolfe, who shot and killed Rayshard Brooks Friday night outside of a Wendy's restaurant. Rolfe now faces charges that include felony murder and aggravated assault. Police found Brooks intoxicated and passed out in the drive-thru lane. When police tried placing Brooks under arrest, Brooks attacked the officers, stole a taser and used the weapon on police while attempting to escape on foot. These crucial facts were largely absent in Howard's remarks during the press conference, which nitpicked the...

New York state’s ban on personal ownership of stun guns is unconstitutional, a federal judge ruled Friday in the latest in a series of court decisions that have led to the loosening of restrictions on the weapons in several states. The decision came in a lawsuit filed by Matthew Avitabile, of Schoharie County, New York, who said he wanted to buy a stun gun for self-defense in his rural upstate home. His lawyers argued that New York’s longstanding ban on civilian ownership of stun guns violated the Second Amendment right to bear arms. U.S. District Judge David Hurd agreed. “New...

Parisian police will be given assault rifles and Kalashnikov-resistant shields in a first for the French capital's officers nearly four months after a devastating terror attack killed 130 people, the interior minister said on Monday. The weapons, up until now reserved for elite intervention forces, will allow members of certain police units "to intervene as fast as possible to reinforce the first patrols, notably when we are confronted with mass killings," said the minister Bernard Cazeneuve. "Some of the criminals you are confronted with no longer hesitate to use heavy weapons against you, and you must be equipped with the...

Connecticut officers who drew their stun guns on the job last year were more likely to fire when the suspect was black or Hispanic, according to a first-of-its-kind set of statistics that could stoke the nation's debate over race and police use of force. The raw, preliminary data was obtained by The Associated Press ahead of an official analysis expected in the coming weeks. While police and state officials cautioned against passing judgment until then, at least one criminal justice expert said he would not be surprised to see similar findings elsewhere around the country. Some civil rights groups said...

CHICAGO, Dec 30 (Reuters) - Chicago police will get new equipment and training to help them defuse tense situations and limit their use of lethal force, Mayor Rahm Emanuel said on Wednesday, following weeks of protests calling for him to resign over his handling of fatal police shootings. The number of Tasers, or electric stun guns that are generally not lethal, for the police department will be doubled to 1,400 so that every patrol unit that goes out at night has one, Emanuel said at a news conference. "Just because you are trained that you can use force, doesn't mean...

The video of South Carolina police officer Michael Slager taking steady aim and repeatedly shooting the fleeing Walter Scott in the back is rather shocking and disturbing. It shows the horrible consequence of Slager completely following through on his decision to resort to deadly force when, after a foot chase and fierce physical fight, Scott looked to be turning the officer’s own taser against him. Some who have analyzed the incident and video closely know that the details are somewhat different than the authorities and media would have people know. http://theconservativetreehouse.com/2015/04/12/game-changer-or-paradigm-shift-walter-scott-shooting-enhanced-video-shows-officer-slager-with-taser-darts/comment-page-1/ The moment of decision looks to have happened so...

OAKLAND -- The BART Police Department stripped its officers of Tasers on Thursday, days after a sergeant fired the electric darts of his stun gun at a 13-year-old boy fleeing from police in Richmond on his bicycle, sources told The Chronicle. BART officials, who said officers would be retrained to use the devices, attributed the decision to the Richmond incident as well as a recent federal court ruling that narrowed the circumstances under which police can use Tasers. The officials said they could not comment on the Richmond case, citing privacy laws that apply to internal investigations. Interim Police Chief...
