A so-called "shield law" that will turn Washington into a sanctuary state for abortions and gender-altering surgeries including for minors passed out of the state Senate on Monday and is expected to be signed into law by Democrat Governor Jay Inslee. When signed it will go into effect immediately because the bill contains an emergency clause.
