<p>CARSON CITY, Nev. (AP) - Democratic lawmakers declared victory after they managed to outmaneuver Republicans to cement a record $836 million tax increase that hits businesses, casinos and others to fund schools and the state's biannual budget.</p> <p>The deadlock that gripped the Legislature for months ended just before midnight when at least two-thirds of both houses approved the tax plan - averting what one lawmaker called a potential "constitutional crisis." Senators voted 17-2 for SB8, and the Assembly gave final approval with a 28-14 vote less than an hour later.</p>

WASHINGTON (CBS.MW) -- The Senate moved closer Wednesday to a floor vote on a proposal to store tens of thousands of tons of high-level radioactive waste in the Nevada desert. The Senate Energy and Commerce Committee voted 13 to 10 to override a veto by Nevada Gov. Kenny Guinn, which if upheld, would strike down President Bush's recommendation to establish a permanent repository for spent nuclear fuel on Nevada's Yucca Mountain. Guinn is a Republican.
