A years-long internal State Department review of Hillary Clinton's private email server cited 38 people for violations, but found no "persuasive evidence" of classified information being systematically, deliberately mishandled. The State Department report, handed over to Congress this month and released on Friday by Sen. Chuck Grassley (R-Iowa), found that 38 people were responsible for 91 violations.
