Adams, Beaver, Carbon, Columbia, Cumberland, Juniata, Mifflin, Northumberland, Union, Wayne, Wyoming, and York counties were all designated to move out of the yellow phase at 12:01 a.m. on June 12 after spending all of next week still in the yellow phase. Their arrests were initiated for violations imposed by the COVID-19 Emergency Management Plan on Wednesday.
