Blue state resident here (Virginia). This lockdown was supposed to be only 15 days and then it was extended to 30. But Democrat governors across the country are seemingly extending these lockdowns indefinitely. This is no longer about protecting the health of citizens. Millions of people have lost their jobs and their businesses.
It seems the Democrat governors will extend these lockdowns for months. Millions of people want to work and want to get out of their homes but are afraid of being arrested.
Can Trump overrule these governors with an EO? Seems crazy that these governors could just close their states forever because they feel like it.

He can use the NDPA to force open so many of their businesses that the lockdown won’t really matter.
He can light a fire under Bill Barr to start going after Governors who violate Constitutional rights.
If churches quit going along voluntarily and decide to fight for their First Amendment rights the Govs would all be on shaky ground.
I’d prefer he allow it to happen organically.
People are at the edge right now and We The People need to stand up for ourselves.
The Democrats are the ones keeping the country closed. People will revolt against their socialist overlords and it will show the world in November.

It’s really up to “The People” in each State when they declare enough is enough! I mean what do the President, Governors and Mayors do at that point?
Right now it’s all on the Governors. It wouldn’t be a good move politically for Trump to generalize the reopening of the states.

Elected officials can declare emergencies in their jurisdictions, sheriff, mayor, governor. The president can declare a national emergency in accordance with the 1976 bill, , that means all 50 states. The congress can overrule, which they failed to do on the wall. so the answer is yes, he could. A state county or city cannot overrule the president in a national emergency, just as actor or county cannot overrule the governor. Today Gov Nuisance delayed all the beaches open except Orange county. Orange county supervisors have said, nothing they can do.
You can’t have national emergency response if the 50 states do their own thing. It’s up to the president if they do. I believe Trump wants them all to develop their own plan to get off lockdown.

If you’ll notice, the states’ lock down mandates were issued by the governors who were under no federal law or executive order that they do so.
Removing the lock downs will require them being lifted by default because enough people start ignoring them, or lifted officially by governors, counties and localities, or decreed invalid by the courts.
The question is CAN he. The answer is yes under the EPA of 1976. Otherwise states could say no wall while he has declared an emergency to build one thru several states. Did you see Cal stop the construction eats of San Diego?
