A US judge dismissed a federal case on Thursday that accused a Jamaican national of illegally voting, finding the law criminalizing noncitizen voting was unconstitutional and delivering a blow to the Trump administration’s campaign against alleged election fraud. The ruling by Miami-based US District Judge David Leibowitz applies only to the case of Florida resident Chelsea Cox, who was charged in October 2025 with illegally voting in the 2020 election. It is not binding for judges in other cases. It marks a setback for President Donald Trump’s administration on noncitizen voting, a cornerstone of its push to highlight alleged election...

The state’s largest farm organization is in favor of legislation that would terminate the Trans-Texas Corridor (TTC) in both name and concept. Texas Farm Bureau President Kenneth Dierschke expressed support for HB 11 by State Rep. David McQuade Leibowitz (D-San Antonio), which repeals the authority for the establishment and operation of the massive transportation project. “We hope you will agree with us that it is finally time to kill the Trans-Texas Corridor,” Dierschke testified before the House Transportation Committee on April 21. Although the farm organization recognizes the need to build and maintain Texas’ infrastructure, Dierschke said Texas Farm Bureau...

A San Antonio lawmaker filed a bill that would repeal the establishment and operation of the Trans-Texas Corridor. It’s not the first time he’s done so. In the 2007 legislative session, Rep. David Leibowitz filed an identical bill, but it languished in the House Transportation Committee without a hearing. Leibowitz spokesman Rob Borja said the legislation may have a better fate the second time around. At least four of the nine committee members will change this session, including the chairman. “Probably most important is there will be a new chairman, because the old chairman Mike Krusee wouldn’t let any bills...

The Texas Department of Transportation is pushing Congress to pass a federal law allowing the state to "buy back" parts of existing interstate highways and turn them into toll roads. The 24-page plan, outlined in a "Forward Momentum" report that escaped widespread attention when published in February, drew prompt objections Thursday from state lawmakers and activists fighting the spread of privately run toll roads. "I think it's a dreadful recommendation on the part of the transportation commissioners here in Texas," said Senate Transportation and Homeland Security Committee Chairman John Carona, R-Dallas. "I feel confident that legislators in Austin would overwhelmingly...

Now that legislators have gone home and trumpeted how they passed a bill to freeze private financing of toll roads, the governor's office has some bubble-busting news. There isn't much of a moratorium in Senate Bill 792. "Of any kind, that we can tell," said Robert Black, spokesman for Gov. Rick Perry. "Unless there was something screwy that happened." Actually, there were plenty of screwy machinations in the Legislature as lawmakers hammered out bills to rein in tolling powers of the Texas Department of Transportation. Slapping a two-year moratorium on privatization contracts started out simple. But skittish lawmakers carved out...

A San Antonio-area lawmaker has filed a bill to kill the Trans-Texas Corridor. State Rep. David Leibowitz, D-Helotes, told Waco-based KWTX that the massive toll road project would “destroy rural Texas as we know it.” State Rep. Jim Pitts, R-Waxahachie, whose district includes Ellis and Hill counties, both of which would be impacted by the proposed toll road, said he would be supportive of the measure. “I support efforts to get more control over TxDOT (Texas Department of Transportation) and the Trans-Texas Corridor,” Pitts said. “The Trans-Texas Corridor will have enormous effects on this area and the people who live...
