WASHINGTON - The White House unveiled its latest secret project yesterday: Barney III.      It is the third holiday video featuring the first family's Scottish terrier, Barney. The President today announced his next choice for Housing and Urban Development Secretary, Alphonso Jackson in the Roosevelt Room in the White House.
