November 9, 2000 EXCERPT The National Voter Registration Act, commonly known as the Motor Voter law, was signed into law on May 20, 1993 after passage by the slimmest of margins. Under this federal law, conceivably, millions of non-citizens and illegal aliens were automatically registered to vote when they applied for their driver's licenses or welfare benefits.
