Kennedy seized the high ground of outer space for the United States 49 years ago, during the Cold War, by initiating the Apollo moon rocket program. Other presidents since Kennedy have bolstered the nation’s manned space presence. They have kept our astronauts firmly in charge of the high ground over a hostile world, until now.
